贵州省普惠金融发展评估与分析

摘 要：以贵州省72个县（市）为样本，构建农民贷款获取率等21个指标，采用涵盖银行渗透性、银行服务可获得性和银行资源利用率三维变量构成指标体系，运用客观的熵权法测算指标权重，并采用普惠金融指数（IFI）进行实证分析的结果表明：金融基础设施的使用情况是影响贵州省普惠金融发展的首要因素；提高贷款获得率及满足支付清算、征信查询等方面的基本金融服务需求，仍是提高普惠金融水平的主要方向。应加大完善普惠金融的政策支持力度，构建多层次、广覆盖的普惠金融体系，继续在全省推广普惠金融示范县工作，促进普惠金融发展水平的提高。

Abstract： This paper constructs an index system covering the bank permeability， availability of banking services and bank resource utilization by using the farmers loan acquisition rate and other 20 indices with the samples taken from 72 counties in Guizhou province. The research， which uses the objective entropy weight method to measure index weight and inclusive financial index （IFI） to do empirical analysis， suggests that the usage of financial infrastructure is the primary factor affecting the development of Inclusive Finance in Guizhou province； the basic financial services such as improving the rate of loans， meeting the payment， settlement and credit inquiry， ect. is still the main developmental direction for Inclusive Finance. Therefore， we are supposed to increase policy support to improve the inclusive financial development，constructing a wide and multi-level system of inclusive finance，and continue to promote inclusive financial demonstration counties in the province， so as to increase the developmental level of Inclusive Finance.

一、引言

普惠金融，又称包容性金融，2005年联合国国际小额信贷年会认为其意义是：能够有效、全方位地为社会所有阶层和群体，尤其是贫困、低收入群，提供服务的金融体系。在我国学者中焦瑾璞（2006）首次系统阐释了“普惠制金融体系”的概念，认为普惠制金融体系是能以商业可持续的方式，为包括弱势经济群体在内的全体社会成员提供其所需的一个完整的金融服务的体系[1]。杜晓山（2006）认为建立满足或者适应农村全方位金融需求的， 分工科学、功能完善、竞争适度、产权清晰、优势互补、科学管理、监管有效、可持续发展的普惠性农村金融体系应该是我国目前以及之后一段时期进行农村金融改革， 建立完整农村金融体系的基础原则和任务[2]。……
