高校“平安校园”建设面临的主要问题及对策

摘 要 在高等教育快速发展的同时，高校安全问题越来越受到重视和关注。由于高校保卫工作实践性强，用以往经验指导保卫工作的现象在当前高校保卫工作中比较突出，高保卫工作的科学化管理水平有待提高。着眼高校保卫面临的问题和挑战，结合管理学理论，构建更加务实高效的保卫工作体系，更加有利于高校的安全稳定。

The Main Problems and Countermeasures of the Construction of

"Safe Campus" in Colleges and Universities

Abstract With the rapid development of higher education， the safety problems in Colleges and universities have been paid more and more attention. Because of the strong practical ability of university security work， the phenomenon of the security work in the past experience is more prominent in the current colleges and universities， the scientific management level of high security work needs to be improved. Focusing on the problems and challenges faced by colleges and universities， combining management theory， building a more pragmatic and efficient defense work system， more conducive to the safety and stability of colleges and universities.

1 “平安校園”建设面临的主要矛盾和问题

（1）部分人员的思想认识与建设“平安校园”工作的要求不相适应。一些单位和人员对安全工作形势盲目乐观、盲目自信，认为高校育人环境好，人员素质高，校园治安交通管理严格，校门有人管、治安有专人巡逻，不主动抓安全也不会出大问题。有些单位和个人思想麻痹大意，对影响安全稳定的客观因素认识不充分，警觉性不高，对一些潜在的问题认识不清，重视不够，缺乏紧迫感，常常是“不出事不知道，出了事才知道，有的甚至没想到”。有些单位和个人对安全工作总是心存侥幸心理，对上级提出的要求和规章制度置若罔闻，对身边一些安全隐患常常是视而不见，导致安全防范意识淡薄，积极主动抓安全的意识不强。有的单位报喜藏忧，掩盖矛盾和问题，担心 “讲问题砸牌子、亮家丑丢面子、揭短处失位子”，结果是糊弄了上级却发生了问题，给单位建设造成了危害。有的甚至认为安全稳定工作就是相关领导和机关职能部门的事情，不愿参与建设“平安校园”的工作，齐抓共管的局面难以形成。……
