“一带一路”战略背景下云南边境旅游发展策略研究

摘要：首先指出了云南边境旅游发展的意义。接着分析了云南边境旅游发展的条件，旅游资源丰富、区位优势明显、边境贸易发达、沿边开放不断深入和“一带一路”战略带来的重大发展机遇成为云南发展边境旅游的重要条件。最后，提出了云南边境旅游的发展策略：开发边境观光休闲旅游、边境商贸会展旅游、边境生态旅游和边境文化旅游等特色旅游產品；构建“一轴三区十心”的边境旅游空间布局；并从加强旅游合作、发展边境贸易、挖掘文化内涵和完善服务体系等方面进一步努力。

Abstract：The development significance of Yunnan border tourism was pointed out firstly. Then the development conditions of Yunnan border tourism were analyzed， such as the development opportunities from tourism resources， obvious geographic advantages， developed frontier trade， constantly deepening along-border open-up， and the strategy of One Belt and One Road Border have become the important factors for developing Yunnan border tourism. Finally， the development strategies of Yunnan border tourism were put forward， such as to develop special tourism products including border tourism-leisure travel，commerce trade and exhibition tourism，ecology tourism and cultural tourism， and to build a spatial distribution of border tourism based on “one axis，three regions，ten centrality”，as well as to take further effort from enhancing regional cooperation，developing border trade，exploiting the connotation of culture，and perfecting the service system.

2013年，习近平总书记在访问哈萨克斯坦和印尼时分别提出了建设“丝绸之路经济带”和“21世纪海上丝绸之路”的伟大设想，简称“一带一路”战略。“一带一路”战略是中国以“走出去”为主要特征的国际区域经济合作新模式，是统筹中国各领域全面对外开放的国家战略[1]。云南地处中国古代南方丝绸之路的要冲，是“一带一路”战略的重要参与省份，在“一带一路”战略中的定位是“建成面向南亚、东南亚的辐射中心”，拥有政策、区位和资源等多方面的优势，边境旅游具有极大的发展空间。

目前，学术界对“一带一路”战略的研究比较热，且主要集中在政治、地理和经济领域，而对特定区域把握“一带一路”战略机遇、发展旅游业的研究并不多见[2]。主要有旅游产业竞争力提升[3]、民族文化旅游开发[4]、国际旅游合作[5]、边境游消费者权益保护[6]等。……
