公共管理视角下广场舞冲突分析

摘要：近年来广场舞日益盛行，它给人们带来积极作用的同时，也产生了噪音扰民以及广场舞群体之间争夺活动场地等社会问题，甚至引发较为严重的广场舞冲突。基于公共管理的视角，本文从社会公共领域治理中公民和政府这两大主体出发，宏观角度与微观角度相结合探讨广场舞冲突的产生原因，并提出相应对策。

The Analysis of Square Dance Conflict From The Perspective of Public Management

Abstract： In recent years， Square Dancing is increasingly prevalent. Square Dance plays an active role in society， but simultaneously a number of social issues brings negative influences， such as noises， activity space scramble， or even more serious Square Dance conflicts occurs. Based on the perspective of public administration， this paper proceeds into two principal parts in social public， which are in the view of citizen and government， meanwhile it investigates the reasons that Square Dance occurs from the point of view of macroscopic and microcosmic perspective and put forwards constructive suggestion.

0 引言

近年来，广场舞作为一种独特的健身锻炼方式，迅速在全国范围发展起来，已成为市民户外锻炼的主要途径之一，现在有越来越多的人参与到广场舞的大队伍中来。广场舞除了人们在强身健体、陶冶情操等方面具有积极的作用，还有利于满足老年人在城市化之后晚年岁月娱乐和社交的需求，以及与他人交流与群聚的生理和心理需求。

更重要的是，广场舞是社会由原子化的“陌生人社会”向“熟人社会”发展的纽带与连接。随着城市化的进行，中国传统社会的结构慢慢解体，原本依赖道德、风俗、伦理和乡规民约的乡村社会渐渐变成依靠法治、规则的城镇社会。随之带来的是人与人之间的“距离”变远了。然而，广场舞却提供了这样一个平台——原本生疏的邻里之间通过广场舞交流、熟识甚至协作，从而走出了各自封闭的天地，开始“去陌生化”了。从封闭到开放，从生人到熟人，从疏远到亲密，由原子化的“陌生人社会”向“熟人社会”发展。……
