大数据产业重点领域技术预见研究：以辽宁省为例

摘要：通过技术预见选择能产生最大经济社会效益的战略研究领域，对大数据产业发展具有重要作用。本文分析了大数据产业重点领域选择的影响因素、调研方法、评价指标体系和评价模型。在此基礎上，采用层次分析法确定指标权重，运用模糊综合评价法对备选领域进行综合评价，综合考虑定量和定性的分析结果，研判了辽宁省大数据产业的重点领域，并提出相应的政策建议。

The Study on Focus Areas of Big Data Industry Based on Technology Foresight in Liaoning Province

Abstract： It is of vital function for the development of big data industry to choose the strategic research field through the technology foresight， which produces the greatest economic and social benefits. This paper analyses the influence factors， investigations method evaluation index system and evaluation model of the focus areas of big data industry. Futhermore， this paper decides the weight of the evaluation indices by using analytical hierarchy process， and selects the candidate fields with fuzzy comprehensive evaluation method. It determines the focus areas of big data industry by synthetically considering the qualitative and quantitative analysis results， and puts forward the corresponding policy recommendations.

0 引 言

技术预见是对未来较长时期内的科学、技术、经济及社会发展进行系统研究，其目标是选择具有战略性的研究领域，分析可能对经济和社会具有最大价值的通用新技术[1，2]。自1971年日本首次组织技术预见活动以来[3]，技术预见在国际上得到了广泛关注，并在生物医疗、信息通信、能源技术等领域取得显著成效[4-6]，APEC、UNIDO、OECD等国际组织也开展了大量技术预见活动[7]。我国在1997年组织了“国家重点领域技术预测”，2003年又针对未来10年的生物、信息和新材料三个领域实施了技术预测[8]。中科院对我国至2050年的科技发展路线进行了预见性研究[9]，全国多地也陆续开展有组织的技术预见工作[10-13]。

大数据时代的到来，使得数据成为重要的基础性战略资源，大数据产业也成为全球科技创新的热点。面对大数据蓬勃发展带来的宝贵历史机遇，充分利用我国大数据产业的规模优势，发挥数据资源的战略作用，对提升政府治理能力、优化民生公共服务、促进经济转型升级具有重大意义。……
