MPA学位论文写作问题与评价标准研究

摘  要：结合MPA培养实践分析论文写作中的问题，探讨论文评价标准助于推动论文写作质量的提升和培养管理的改进。通过教学研讨、访谈的方式收集素材，归纳MPA学位论文写作过程中的典型问题。问题分析主要围绕选题、文献综述、理论基础与运用、研究方法、格式规范等展开。基于对问题的归纳分析，探讨MPA论文评价标准的制定。

Abstract： In order to improve the quality of MPA dissertation， this paper analyzes the writing problems of MPA dissertation and discusses the evaluation criteria. Research material was collected through teaching seminars and interviews， and writing problems of MPA thesis were summarized with typical evaluation indexes. The problems mainly focus on topic selection， literature review， theoretical basis and application， research methods， format specification and so on. Based on the conclusion of the problems， this paper discusses the formulation of evaluation criteria of MPA dissertation.

公共管理硕士（Master of Public Administration）（以下简称MPA）是培养应用型、复合型公共管理人才的专业学位研究生教育项目，公共管理硕士学位论文（以下简称“MPA学位论文”）是MPA培养的重要环节，是对学生专业知识学习和运用能力效果的综合检验，MPA学位论文的质量管理是MPA学位管理和教学教研领域的核心问题。MPA学生培养已有一定的实践基础，分析论文写作实践中的常见问题，探讨论文评价指标的完善，助于推动MPA论文写作质量的提升与相关标准的改进。

一、文献综述

MPA教育发源于美国，教育模式经历了从理论知识型培养向实践应用型培养的转变，强调塑造实际运用能力[1]。自2001年起，为适应经济社会发展对公共管理的要求，我国开设了MPA教育，借鉴国外培养综合素质和培训高级公务员的经验，其目标是培养从事公共事务管理或公共服务的管理者、领导者和政策分析人才以及高级职员[2]。然而，MPA培养实践存在“专业学位研究生学术型培养”的倾向，与专业学位教育培养应用型人才的定位不符[3]。……
