畲乡景宁湿地资源现状与保护对策分析

摘要 对浙江省景宁畲族自治县现有河流湿地、沼泽湿地和人工湿地3类，永久性河流、草本沼泽、森林沼泽、库塘4型，5 431.71 hm2湿地和丰富的湿地动植物资源进行了调查分析，针对主要存在管理体制机制不顺、水力资源开发过度和湿地功能退化严重等问题，提出通过采取加大管理、宣传、资金投入力度，建立水电站退出、湿地生态功能修复等机制，健全和完善湿地资源保护的法律体系等对策措施，更加科学地保护湿地资源。

Abstract Existing river wetlands， marsh wetlands and artificial wetlands of 3 types， permanent rivers， herbaceous swamps， forest swamps and reservoir ponds of type 4， 5 317.71 hm2 wetland and abundant wetland animal and plant resources in Jingning She Autonomous County of Zhejiang Province were investigated and analyzed.Aiming at the problems of irregular management systems and mechanisms， excessive development of hydraulic resources and serious degradation of wetland functions，it was proposed to protect the wetland resources more scientifically by adopting countermeasures such as increasing management， publicity， and capital investment， establishing mechanisms for the withdrawal of hydropower stations， restoration of wetland ecological functions， and improving and improving the legal system for wetland resource protection.

濕地是指常年或者季节性积水地带、水域和低潮时水深不超过6 m的海域，包括沼泽湿地、湖泊湿地、河流湿地、滨海湿地等自然湿地，以及重点保护野生动物栖息地或者重点保护野生植物的原生地等人工湿地[1]。它与森林、海洋一起并称为全球三大生态系统，是生物多样性最丰富和生产力最高的生态系统之一，被誉为“地球之肾”;它在蓄水防洪、涵养水源、调节气候、净化环境和维护区域生态环境等各方面具有其他生态系统所不能替代的重要作用[2]。为更好地保护湿地资源，笔者通过对景宁县域湿地资源现状、保护情况进行调查，分析存在的问题，为科学保护畲乡景宁丰富的湿地资源提出对策措施。

1 研究地概况与调查方法

1.1 研究地自然概况 景宁县是全国唯一的畲族自治县，华东地区唯一的少数民族自治县，地处浙江省西南端，东邻青田、文成，南衔泰顺、福建省寿宁县，西枕庆元、龙泉;北连云和、莲都。……
