花卉产业发展问题研究

摘要 近几年陕西省花卉产业迅猛发展，已位居全国前五，目前陕西省把苗木花卉产业发展纳入全省新产业、新业态和一二三产业融合发展布局。但从陕西省花卉产业带动经济发展的规模效用来看，辐射作用还不够大、动能不足。通过对陕西省花卉种植、销售、深加工、带动农户脱贫致富等方面进行深入调研，分析陕西花卉产业发展面临的主要问题，提出加快花卉产业发展具体对策，以促进陕西花卉产业健康可持续发展。

Abstract The flower industry in Shaanxi Province has developed rapidly in recent years， ranking top five in China. Shaanxi Province has directly involved the seedling flower industry into the layout of the provinces new industry， new business mode and integrated development of primary， secondary and tertiary industries. However， the radiation effect is not large enough and the kinetic energy is insufficient from the scale utility of the flower industry driving economic development in Shaanxi Province.Based on the deeply investigation of flower planting， selling， manufacturing， and poverty alleviation in Shaanxi Province， this paper analyzes the main problems that the flower industry in Shaanxi Province is facing， and proposed specific methods to accelerate the development of flower industry in order to promote the healthy and sustainable development of the flower industry in Shaanxi Province.

花卉产业是将花卉作为商品，进行研究、开发、生产、加工、储运、营销以及售后服务等一系列活动。花卉产业是具有巨大市场需求的新兴产业。目前陕西直接把苗木花卉产业发展纳入全省新产业、新业态和一二三产业融合发展布局。产业是乡村振兴的重要载体，只有产业兴旺，乡村振兴才能有依托，“三农”问题才能最终解决。随着乡村振兴战略的实施，如何让助推经济发展、社会繁荣、生活富裕的标志性产业—花卉产业，向更高端方向以及人们美好生活需要延伸，使花卉的鲜美得到延续的同时，也使花卉的经济效益得到进一步提高，走出一条花卉产业引领经济发展之路，推动花卉产业与乡村振兴的无缝衔接已经成为这个行业亟待研究解决的课题。

1 花卉产业精准扶贫具有巨大潜力
