新型职业农民培育的现状·主要问题及对策研究

摘要 新型职业农民是具有新观念、新素质、新能力、较强创新创业意识、高度社会责任感和较高社会地位的农业从业人员。大力培育新型职业农民是提高农业生产力，促进现代农业转型升级，实现农业现代化的迫切需要。讨论新型职业农民的内涵，分析新型职业农民培育的现状和存在的主要问题，最后提出加强新型职业农民培育的对策。

Abstract The new professional farmers are agricultural employees with new ideas， new qualities， new abilities， strong awareness of innovation and entrepreneurship， a high sense of social responsibility and a higher social status. Vigorously cultivating new professional farmers is an urgent need to improve agricultural productivity，to promote the transformation and upgrading of modern agriculture， and to realize agricultural modernization. We discussed the connotation of new professional farmers， analyzed the current status and main problems of cultivating new professional farmers， and fianlly put forward some countermeasures for strengthening the cultivation of new professional farmers.

隨着我国工业化、城镇化建设的发展，农村青壮年劳动力大量涌入城市，农业劳动力锐减，面临年龄大、专业素质低、后继乏人的困境，“三农”问题日益突出[1]。“三农”问题是我国改革的焦点，是全党工作的重中之重，事关全面建成小康社会和“两个一百年”奋斗目标的实现。农民是农业生产的主力军，提高农民素质是推动农业发展的基础。《“十三五”全国新型职业农民培育发展规划》提出把科教兴农、人才强农、新型职业农民固农作为重大战略，加快构建一支有文化、懂技术、善经营、会管理的新型职业农民队伍。大力培育新型职业农民，有利于提高农业生产力，促进农村经济发展，全面打赢“脱贫攻坚战”，保证国家粮食安全和农产品有效供应，促进现代农业转型升级和农业现代化的实现。鉴于此，笔者讨论了新型职业农民的内涵，分析了新型职业农民培育的现状及存在的主要问题，探讨加强新型职业农民培育的对策。……
