丝绸之路甘肃段A级旅游景区助力精准扶贫现状调查

[摘 要]随着精准扶贫工作的进一步深入，国家级贫困县纷纷摘帽，贫困人口数量显著下降，如何确保群众脱贫后不返贫，是各级政府都在思考的问题。本次调查，从旅游产业推动扶贫的角度入手，以甘肃省黄河石林景区助力甘肃省景泰县龙湾村脱贫为例，采用问卷调查法AHP权重分析法，从满意度和权重两方面入手，建立指标并分析了该村的旅游扶貧工作，为进一步优化龙湾村的脱贫提出一些建议。

A Survey of the Current Situation of A-level Tourist Scenic Spots

in the Gansu Section of the Silk Road Helping Accurately Help the Poor

——Take the Yellow River Stone Forest Scenic Spot to Help Longwan Village Get Rid of Poverty as An Example

Abstract： With the further development of targeted poverty alleviation work， national poverty-stricken counties have taken off their hats， and the number of poor people has dropped significantly. How to ensure that people do not return to poverty after getting rid of poverty is a question that governments at all levels are thinking about. This survey will start from the perspective of promoting poverty alleviation by the tourism industry. Taking the Yellow River Shilin Scenic Spot in Gansu Province as an example to help poverty alleviation in Longwan Village， Jingtai County， Gansu Province， the questionnaire survey method AHP weight analysis will be used to start from satisfaction and weight. Indicators and analysis of tourism poverty alleviation in the village， to provide some suggestions for further optimization of poverty alleviation in Longwan Village.

一、问题的提出

（一）旅游扶贫的政策背景

2019 年 9 月 16-18 日，习近平总书记在河南考察调研时强调，发展乡村旅游不要搞大拆大建，要因地制宜、因势利导[1]。2017年中央“一号文件”明确提出， 要“进一步推进精准扶贫各项政策措施落地生根”和 “激发贫困人口脱贫致富积极性、主动性， 建立健全稳定脱贫长效机制”[2]，党的十七大和十八大都将扶贫工作列为重点，出台了一系列有关扶贫的政策。随着贫困县的陆续摘帽，各级政府所面临的是如何保证已经脱贫的群众不返贫，其中一项举措是依托于现有的产业或者形成新产业，从解决群众就业入手，用产业的辐射效应来保证群众的收入。

龙湾村依托黄河石林独特的旅游资源，以旅游产业促进农村建设、带动群众致富。农民（农村居民）收入一般可分为农业收入和非农收入，其中非农收入主要包括家庭经营性收入、工资性收入、财产性收入和转移性收入[3]。……
