乡村振兴战略下农业经营体系策略分析

摘要：本文通过湖北省幕阜山片区的农业经营体系发展现状，分析了当前乡村振兴战略下农业经营体系存在的农业农村经营主体实力不高、经营体系服务不完善、农业机器装备落后等问题。同时结合乡村振兴战略，提出要完善农业经营体系，实现规模化经营，发展壮大农业经营主体、发展特色农业、大力培养与吸收人才资源，推动农业快速发展的对策建议。借助幕阜山丰富的自然资源实现规模经营，对其他地区研究乡村振兴战略完善农业经营体系也具有借鉴意义。

Abstract： Based on the development status of the agricultural management system in the Mufushan area of Hubei Province， this paper analyzes the problems of the current agricultural revitalization strategy of the agricultural management system， such as low strength of agricultural and rural management entities， imperfect management system services， and backward agricultural equipment. At the same time， combined with the strategy of rural revitalization， this paper puts forward the countermeasures and suggestions to promote the rapid development of agriculture， such as improving the agricultural management system， realizing the large-scale operation， developing the agricultural management subject and the characteristic agriculture， vigorously cultivating and absorbing the talent resources. The use of Mufushan's rich natural resources to achieve scale management is also of reference significance for other regions to study rural revitalization strategies and improve agricultural management systems.

1  湖北幕阜山片区农业经营体系概述

1.1 幕阜山片区介绍

湖北省幕阜山片区于长江中游，是湖南、江西和湖北三省交界地，长江中游的重要生态和水源涵养地，集中特困扶贫特困区，覆盖面积大，贫困人口多，包括咸宁市通山县、通城县、崇阳县和黄石阳新县，国土总面积8572平方公里，经济发展落后，生产生活困难。近年来，通过对片区扶贫开发，农民生产的腊米、油茶、楠竹、湖蒿等产业已经初具规模，不过由于没有大量资金持续投入，后续的生产培育无法开展。该地区缺乏加工农头企业，没有形成完整的产业链，基本上都是随行就市的未加工的初级农产品，市场竞争力不强，要想实现农民收入的增长较困难。片区地形复杂，干旱洪涝泥石流等自然灾害频发，因自然灾害导致片区内水土流失面积多达3560平方公里，耕地面积减少，农作物被毁，严重制约了片区内农业的发展。……
