加强财政系统人才队伍建设研究

摘要：人才是高质量财政建设的重要支撑。本文首先分析阐述财政系统人才队伍建设的重要性、迫切性，通过分析河北省财政系统当前的人才发展现状，发现地方财政系统人才建设的种种问题，针对这些问题提出了人才队伍建设的总目标、人才工作推进的基本原则以及四项具体措施。

Abstract： Talent is an important support for high-quality financial construction. This article first analyzes and explains the importance and urgency of the construction of the talent team in the financial system. By analyzing the current talent development status of Hebei's financial system， various problems of talent construction in the local financial system are found， and the general goals of talent team construction， the basic principles for promoting talent work and four specific measures are proposed for these problems.

0  引言

党的十八大以来，以习近平为核心的党中央高度重视人才工作，对人才建设作出了一系列重要论述和指示，他在全国组织工作会议上指出，新时代党的组织路线是全面贯彻新时代中国特色社会主义思想，以组织体系建设为重点，着力培养忠诚干净担当的高素质干部，着力集聚爱国奉献的各方面优秀人才，坚持德才兼备、以德为先、任人唯贤，为坚持和加强党的全面领导、坚持和发展中国特色社会主义提供坚强组织保障。2019年11月刘昆部长在全国财政系统人才工作会议上指出，加强财政系统人才队伍建设，着力构建财政系统人才工作新局面，为财政事业高质量发展提供坚强组织保障和人才支撑。习总书记的重要指示和刘昆部长的讲话为新时期财政人才建设指明了方向。
