精准扶贫档案在扶贫工作中的作用与影响

摘 要 在扶贫工作进入攻坚深水区的时代背景下，摸清扶贫难点、重点成为破除发展障碍的关键。因此，从扶贫工作中精准扶贫档案的作用与影响方面，深度剖析精准扶贫档案在破除发展难题、实现农村高效有序稳定发展等方面的意义，以期能为扶贫工作的顺利开展予以理论支撑。只有对精准扶贫档案进行深入研究，才能为中国式脱贫方案的形成提供理论基础，从而推进中国的整体式脱贫目标实现。

Abstract Under the background of poverty alleviation work entering the deep water area， finding the keys and difficulties of alleviating poverty becomes the key to clearing the development barriers. Therefore， from the aspect of the role and influence of targeted poverty alleviation archives in poverty alleviation work， this paper analyzes the significance of targeted poverty alleviation archives in overcoming development problems and realizing efficient， orderly and stable development in rural areas so as to provide theoretical support for the smooth development of poverty alleviation work. Only in-depth research on the archives of targeted poverty alleviation can provide a theoretical basis for the formation of a Chinese-style poverty alleviation plan so as to promote the realization of China's overall poverty eradication goal.

一、研究背景

十九大报告明确提出，确保到2020年农村贫困人口实现脱贫，贫困县全部摘帽，解决区域性整体贫困。自改革开放以来，我国一直坚持扶贫工作稳序开展，以扶贫政策的不断出台和完善为依托，实现我国的区域整体性脱贫。经过几十年的努力，我国农村贫困人口规模和贫困发生率均有所下降（见表1）。

但是，城乡差距的不断拉大一直是阻碍我国社会稳定发展的一大因素，据国家统计局数据显示，城乡居民人均可支配收入差距从2014年至2016年，以年均8.8%的增长率加大，“马太效应”依然明显增大，所以，唯有通过不断推进扶贫工作，才能促使贫困村、贫困户脱贫。

扶贫工作有序高效推进的前提是精准扶贫的实现，而精准扶贫的实现又有赖于建档立卡工作的完善。国务院扶贫办指出，建档立卡工作的目的是要让贫困人口直接受益，是加强扶贫工作针对性的有效措施，是准确把握贫困情况、瞄准贫困群体的依据和保障，是扶贫政策制定、扶贫措施落实到户的前提依据，是提升扶贫成效的真实证明。……
