新公共管理视角下的公共部门人力资源管理探究

摘 要：我国经济社会的发展速度较快，公共部门管理工作所面临的社会基础以及时代背景都发生很大的变化，促使公共管理部门也需要不断学习先进的理念、创新工作模式，尤其需要加强人力资源管理。从新公共管理视角出发，对公共部门人力资源管理工作进行创新，最大限度地发挥出人力资源的优势，进而发挥出公共部门职能的优势，在这个基础上促进社会的进一步稳定、和谐发展。该文主要对新公共管理进行简要概述，并分析新公共管理视角下的公共部门人力资源管理现状及其措施。

Abstract： The economic and social development of our country is fast， and the social foundation and the background of the public sector management work have undergone great changes. This prompts the public management sector to continue to learn advanced concepts and innovate working models， especially to strengthen human resources. manage. From the perspective of new public management， innovate the human resource management of the public sector， maximize the advantages of human resources， and then give play to the advantages of public sector functions， and promote the further stable and harmonious development of society on this basis. This article mainly provides a brief overview of new public management， and analyzes the current situation and measures of human resource management in the public sector from the perspective of new public management.

我國政府职能在创新社会治理体系的背景下逐渐发生变化，传统的管理型政府工作模式已经与现阶段的社会发展需求不相符，政府部门积极思考从原本的管理者逐渐转化为服务者的方法，努力提升服务水平，促进社会更好、更快地发展。在这样的背景下，公共部门需要随着社会的发展而变化，对管理工作实施改革，而人力资源管理是其中比较突出的问题。因此，如何在新公共管理视角下做好公共部门人力资源管理工作则成为重点。

1  简述新公共管理

新公共管理是从英国开始发展，是指利用企业先进的管理模式和方法开展公共部门的管理工作，消除传统管理工作存在的不足，是促进公共部门管理工作健康发展的一种模式。
