论高校档案信息资源社会价值的实现路径

摘  要：信息化时代，档案信息资源社会价值需求强烈。然而，传统的档案价值观和理念、档案服务成本与效益失衡、档案资源的产权保护和信息共享安全性等问题制约了档案信息资源社会价值。高校档案信息资源社会价值的实现应解放思想，拓展网络服务渠道，扩大档案信息类型，提供信息推送服务，形成多元服务方式;坚持品质为王，目标重构，建设品质档案资源;纵向和横向协作推进，完善档案联盟机制等，构建多元化档案信息资源社会价值实现路径。

On the Realization Path of Social Value of Archive Information Resources in Colleges and Universities

Abstract： In the information age， there is a strong demand for social value of archival information resources. However， traditional archival values and ideas， unbalance of cost and benefit of archival service， protection of property rights of archival resources and security of information sharing restrict the social value of archival information resources. In order to realize the social value of archival information resources in colleges and universities， we should emancipate our minds， expand network service channels， expand the types of archival information， provide information push service and form multiple service modes. Adhere to quality is king， target reconstruction， construction of quality archive resources; Vertical and horizontal cooperation to promote， improve the archives alliance mechanism， etc.， to build a path to realize the social value of diversified archives information resources.

信息化時代，资源共享已经成为一种必然趋势。高校档案作为信息资源，只有确立资源共享理念，充分挖掘档案信息资源的社会价值，才能在服务社会、承担社会责任的过程中实现自身可持续发展。该文基于这一背景，对制约高校档案信息资源价值的因素进行分析，并根据制约因素，探索高校档案信息资源社会价值实现的途径。

1制约高校档案信息资源社会价值实现的因素

高校肩负着教育教学和科研等使命，对于提高国民素质、提高国家发展内力具有重要的支撑意义。高校档案信息集中反映出高校发展、教育教学、学校管理、科研等过程信息，具有重要的社会价值。然而，高校档案信息资源还局限于内部供给，缺乏共享意识，制约了高校档案信息资源的社会价值实现，主要包括以下几种因素。……
