行政事业单位成本控制

【摘  要】行政事业单位开展成本控制工作，能够有效节约行政事业单位的成本支出，切实提高行政事业单位的管理水平，促使行政事业单位的管理活动实现良性循环。但就目前的实际状况来看，行政事业单位在成本控制过程中仍然存在一定的问题，包括管理观念落后、管理制度不完善、管理人才综合素质不高等。因此，论文对行政事业单位的成本控制现状以及控制措施进行了论述和分析，以期对行政事业单位成本控制水平的提升有所助益。

【Abstract】Carrying out cost control work in administrative institutions can effectively save the cost and expenditure of administrative institutions， effectively improve the management level of administrative institutions， and promote the management activities of administrative institutions to realize a virtuous circle. However， according to the current actual situation， there are still some problems existing in the process of cost control in administrative institutions， including backward management concept， imperfect management system， low comprehensive quality of management talents and so on. Therefore， this paper discusses and analyzes the cost control status and control measures in administrative institutions， so as to help improve the level of cost control in administrative institutions.

1 引言

行政事业单位在发展过程中，加大成本管控力度是其中的关键内容，也是各个单位开展其他工作的关键环节。同时，行政事业单位在发展过程中，成本管理中存在的问题逐渐凸显。部分行政事业单位的管理制度并不完善，因此，应根据目前成本管理中存在的实际问题，探讨有效的解决对策，建立完善的管控体系，确保各个单位的资源能够得到合理的配置，减少资源的随意浪费，更好地维护行政事业单位的经济利益，促使行政事业单位良性发展。

2 行政事业单位成本控制概述

一般来说，企业在发展过程中更加注重成本管理，而行政事业单位的成本控制环节相对薄弱，但是近年来随着财政改革等外部因素的转变以及行政事业单位的快速发展，对于单位运营也提出了更高的要求，成本管理也占据更加重要的地位。……
