职业教育优质资源走出去模式探究

摘要本文探索构建彰显中国特色的工程职业技能教育标准，助力中国优势制造业项目走出国门的中国职教国际化的人才培养模式。打通“一进一出”国际技能人才培育体系，创建以“文化内涵+项目平台”的产教融合模式构建中国话语权的国际工程教育认证体系，将国内优质职业教育资源在国际化、标准化理念引领下，率先走出国门，服务于“一带一路”的国家倡议企业项目中急需的职教人才的培育。另外，文中指出职教资源走出去的重点在师资培养，而师资培养又在打破原有的人才引进和评价标准。

On the "Going out" Mode of High-quality Resources in Vocational Education

AbstractThis paper explores the construction of engineering vocational skills education standards with Chinese characteristics， and helps China’s competitive manufacturing projects step out of the internationalization of China’s vocational education. Open up the "one advance and one out" international skilled personnel training system. Create an international engineering education certification system to build China’s discourse power with the industry and education integration mode of"cultural connotation project platform". Under theguidance of the concept ofinternationalization and standardization， domestic high - quality vocational education resources take the lead in going abroad and serve the cultivation of vocational education talents urgently needed in the national initiative enterprise project of "One Belt And One Road". In addition， the paper pointed out that the focus of vocational education resources in going out is on teacher training， and breaking the original standards for talent introduction and evaluation is the key of teacher cultivating.

20世纪80年代，国外为了满足工程教育标准化及工程师的跨国就业，美、英、加等国的民间工程专业团体发起和联合研究、制定了包含工程教育标准、继续教育标准、工程师认证标准及认证机构标准等内容的成员国相互承认的国际协议，其中《华盛顿协议》《悉尼协议》《都柏林协议》等3个是关于各类工程技术教育专业的学历互认协议。我国于2016年正式加入《华盛顿协议》，中国工程教育走向了国际标准，为今后中国工程技术类教育输出走出了坚实的第一步。

只有对外学习而少有输出的国際交流，不是真正的国际交流。国内天津市率先推动实施的职业教育知名品牌的国际输出，在泰国、印度、印尼等国家相继设立鲁班工坊，采用学历教育与职业培训的方式，将天津作为国家现代职业教育改革创新示范区的优秀职业技术和职业文化资源，走出国门，搭建起中国职业教育与世界沟通的桥梁。……
