摘要：[目的/意义]安全情报是促进和保障安全的必用之宝，开展智慧安全情报服务体系研究具有重要意义。[方法/过程]首先，采用文献分析方法，分析智慧安全情报服务体系的层次框架。其次，构建智慧安全情报服务体系，并分析智慧安全情报服务体系的运作过程与服务模式。最后，分析智慧安全情报服务体系的若干关键问题。[结果/结论]智慧安全情报服务体系包括支撑层、安全情报资源层、安全情报服务层与用户层4个层次，它的服务模式包括情报主动式与用户主动式两种，它的关键问题包括安全协作问题、安全情报管理问题及人才队伍建设问题。

Abstract：[Purpose/Significance]Safety & security intelligence（SI）is a necessary asset to promote and guarantee safety & security.Thus，it is of great significance to study the smart SI service system.[Method/Process]First，this paper analyzed the hierarchical framework of smart SI service system based on literature analysis.Second，this article constructed a smart SI intelligence service system，and analyzed its running process and service mode.Finally，this paper discussed some key issues of the smart SI service system.[Result/Conclusion]The smart SI service system included four levels，namely，support layer，SI resource layer，SI service layer and user layer.Its service mode included intelligence active form and user active form.Its key issues include safety & security cooperation，SI intelligence management and talent team construction.
