浅谈质量体系内部审核采用成熟度评价的必要性

摘 要：质量管理体系内审是组织进行质量体系管理自我完善的重要手段之一，一直以来通常采用符合性评价的方式，评价结束给的评价结论一般是定性的，如符合、基本符合和有效、基本有效;无法用一个量化的数据真实反映组织质量管理体系整体运行的成熟度。那么如何开发一套质量体系评价管理方法，采用量化的数据进行质量管理体系成熟度评价，全面掌握组织质量体系运行成熟度，针对性进行持续改进就尤为必要了。

Discussion about the Necessity of Using Maturity Evaluation in Internal Audit of Quality System

Abstract：The internal audit of the quality management system is one of the important means for the organization to self-improve the quality system management. It has always been the way of conformity evaluation. The evaluation conclusions given at the end of the evaluation are generally qualitative， such as conformity， basic conformity and effective; it is impossible to use a quantitative data to truly reflect the maturity of the overall operation of the organization's quality management system. So how to develop a set of quality system evaluation management methods， use quantitative data to evaluate the maturity of the quality management system， fully grasp the maturity of the organization's quality system operation， and make targeted continuous improvement is particularly necessary.

1 引言

通常組织进行质量管理体系内部审核，在汇总分析所有审核发现的基础上，会对组织的质量管理体系进行符合性和有效性评价，评价组织质量管理体系文件与质量管理体系标准和适用的法律法规的符合程度、评价组织质量管理体系的实施情况和有效程度，这种评价给的结论一般是定性的结论，如符合、基本符合和有效、基本有效，审核出的不符合项按严重不符合项、一般不符合项、口头建议改进项进行分类;一个质量体系标准条款是“0”和“1”的符合性评价方式，即符合或不符合，出现一个不符合项，这个条款在这个组织的运行情况就被否定了，无法用一个量化的数据真实反映组织质量管理体系整体运行的成熟度，反映每个质量体系标准条款运行的成熟度，那么采用量化的数据进行质量管理体系成熟度就尤为必要了。
