摘要：[目的/意义]旨在探讨突发事件中公众应急信息搜寻行为影响因素，以期完善应急信息服务，提升突发事件中公众应急信息使用效率。[方法/过程]通过深度访谈收集40名受访者应急信息搜寻行为的相关数据，基于扎根理论对资料进行开放性编码、主轴编码和选择性编码。[结果/讨论]分析得到90个初始概念、20个范畴、6个主范畴并聚焦为3个核心范畴，在此基础上构建突发事件中公众应急信息搜寻行为的影响因素概念模型，能够在一定程度上揭示突发事件中公众应急信息的需求和搜寻趋势。

Influencing Factors of Public Information Seeking Behavior in Emergencies

Abstract：[Purpose/Significance]This paper aimed to explore influencing factors of public information seeking behavior in emergencies，with the expectation of improving emergency information services，and raising use efficiency of public emergency information in emergencies.[Method/Process]Based on the ground theory，the related data of information seeking behavior in emergencies from 40 users by the method of depth interview，the collected data was analyzed through open coding，axial coding and selective coding process.[Result/Conclusion]In this study，the paper identified 90 initial concepts，20 categories，6 main categories and focus on 3 core categories.On this basis，to construct the conceptual frame model of public emergency information seeking behavior in emergencies，which can reveal the demand and search trend of public emergency information in emergencies to a certain extent.

当前，随着经济快速发展及社会、自然矛盾的日益突出，全球化突發事件频发，特别是COVID-19的蔓延，突发事件呈现出危害深、范围广等趋势。新时期，公众的应急管理意识及应急信息需求已经达到新的高度。尤其在网络环境下，公众应急信息使用行为在很大程度上对突发事件的发展和结果将产生重大影响，进而引发衍生事件，给突发事件应急信息管理带来了诸多挑战。

COVID-19等突发事件应急信息发布和舆论引导已经成为2020年的热点，公众的应急信息搜寻行为规范逐渐成为应急管理的重要因素。……
