企业数字化转型利益相关者模型与应用

摘  要：当前，以数字化、智能化为核心的技术革命和产业变革孕育兴起，数字经济逐渐成为推动经济高质量发展核心驱动力。企业数字化转型是发展数字经济的必由之路。该研究建立了企业数字化转型利益相关者模型，从企业内部的管理人员、基层员工，以及企业外部的政府官员、供应商、客户等相关人员角度，探讨他们在企业数字化转型利益相关者模型中的位置和作用，并以深圳市龙华区为例，分析龙华企业数字化转型利益相关者在转型中的作用和对策。

Abstract： At present， the technological revolution and industrial reform with digitization and intelligence as the core are gestating and rising， and the digital economy has gradually become the core driving force to promote high-quality economic development. Enterprise digital transformation is the only way to develop digital economy. This study establishes the stakeholder model of enterprise digital transformation， and discusses the following people’s position and role in the stakeholder model of enterprise digital transformation： managers and grass-roots employees inside the enterprise， as well as government officials， suppliers， customers and other relevant personnel outside the enterprise. And taking Longhua District of Shenzhen as an example， analyze the role and countermeasures of stakeholders in the digital transformation of Longhua enterprises.

当前，以人工智能、工业互联网、云计算等为代表的数字科技蓬勃发展，科技和产业正向着数字化、智能化的方向变革，数字科技正重构世界，并成为推动世界经济迅速发展的重要引擎。世界各国都高度重视数字科技创新发展与融合应用[1，2]。2020年，美国、中国、德国、日本以及英国数字经济规模分别位居世界前五。美国在2018年发布了《美国机器智能国家战略报告》;2019年又发布《国家人工智能研究和发展战略计划》;2020年，美国的数字经济规模是13.6万亿美元，位居全球第一，占GDP比重超过了60%。德国2018年推出《高技术战略2025》;同年發布《德国人工智能发展战略》，旨在将人工智能重要性提升到国家高度;2020年，德国数字经济规模为2.54万亿美元，占GDP比重为66.8%。

日本于2018年发布《第2期战略性创新推进计划（SIP）》;2019年提出《科学技术创新综合战略2019》;2020年，日本数字经济规模为2.47万亿美元，占GDP比重达45.9%。……
