“一带一路”背景下云南地区编组站布局研究

摘  要：“一带一路”战略背景下，昆明东编组站运输组织效能日益紧张，昆明局集团公司亟需对管内编组站布局设置进行优化，提升昆明局集团运输组织效能。在对云南地区三大口岸进出口货物运量需求研究的基础上，研究昆明局集团公司在管内编组站位置布局及其功能发挥，分析昆明东编组站无法满足远期口岸进出口货运列车车流解编需求，设计云南地区内外双循环编组站布局优化以有效应对急剧增长的云南陆路铁路进出口运输需求。

Abstract： Under the background of“one belt and one road”strategy， the transport organizational effectiveness of East Marshalling Station of Kunming is increasingly tense. Therefore， it is urgent for Kunming Bureau Group Company to optimize the layout and setting of the marshalling station inside the tube to improve the transport organizational effectiveness of Kunming Bureau Group. The three major port import and export goods in Yunnan region traffic demand research， on the basis of the research bureau of Kunming group company in tube location of the marshalling station layout and its function， analysis of Kunming east marshalling yard can't satisfy the forward port demand， import and export freight train traffic solution design inside and outside Yunnan binary marshalling station layout optimization in order to effectively cope with rapid growth of Yunnan road railway transport import and export demand.

中國铁路昆明局集团公司直属铁路主要分布在我国西南地区，除云南地区外，同时包括四川和贵州部分地区，东部与广西为邻，西北部紧依西藏，西部与缅甸接壤，南部和老挝、越南毗邻。围绕“八出省、五出境”云南铁路网规划，云南全面建设“中越、中老、中缅、中缅印”等五条出境铁路通道[1]，以及成昆、内昆、沪昆、南昆、沪昆客专、云桂、渝昆和滇藏八条出省大能力铁路通道，构筑起云南铁路通江达海、连接周边的枢纽中心，使云南由原来全国路网的末梢地位，战略性地转变为面向南亚、东南亚的国际大通道前沿，融入和服务“一带一路”发展战略[2]。

在“一带一路”战略背景下，云南三大主要陆路口岸进出口货物运量快速增长[3]，昆明局集团解编办理能力主要集中在昆明东站。昆明东站的解编办理能力将难以满足口岸进出口带来的铁路运量需求，昆明局需要在管内优化编组站布局，以应对急剧增长的进出口运输需求。……
