高校内部绩效管理模式探索

摘  要：随着中国向教育现代化迈进步伐的加快，推进教育治理体系和治理能力现代化，提高高校自主管理能力，理顺高校内部管理体制，构建高校内部绩效管理模式，成为政府、学界和高校共同关注的热点问题。文章分析了高校绩效管理的内涵、流程及存在的问题，从理念、制度、文化、技术几个层面提出了高校内部绩效管理模式的优化路径。

Abstract： With the acceleration of China's education modernization， promoting the modernization of education governance system and governance ability， improving the self-management ability of colleges and universities， straightening out the internal management system of colleges and universities， and constructing the internal performance management mode of colleges and universities have become the hot issues of common concern of the government， academia and colleges and universities. This paper analyzes the connotation， process and existing problems of university performance management， and puts forward the optimization path of university internal performance management mode from the aspects of concept， system， culture and technology.

一、高校績效管理：高等教育管理的新课题

随着我国教育现代化的不断推进，对现行的教育管理体系进行全面优化，推动学校整体自主管理水平，成为当前教育行业落实教育现代化的一个关键路径。全面深化大学综合改革、完善大学内部治理体系的一项重要内容，就是要深化高校“放管服”改革，进一步向院校放权，优化高校内部管理机制。作为高校管理的一种重要工具，绩效管理是高校管理规范化、制度化，实现管理创新的重要方法和手段，科学高效的绩效管理可以有效改善高校的绩效水平，推动高校的内涵式发展，增强高校的核心竞争力，加快推进双一流建设和高水平大学建设。构建科学高效的高校内部绩效管理模式是政府和高校共同关注的新课题。

在高校教育改革和治理水平提升方面，教育部于2010年颁布《国家中长期教育改革和发展规划纲要（2010-2020）》，对高校教育管理模式改革设定时间表，并以绩效管理的方式提高教育行业的竞争性。……
