摘要：城市生活垃圾分类是一个长期而艰巨的任务，作为垃圾分类的主要参与者，城市居民进行垃圾分类的行动力非常关键。问卷调查表明广州在整体推进城乡生活垃圾强制分类工作后，居民对于垃圾分类的认同感和行动落实效果依然存在较大差异，亟需落实垃圾分类可操作化和便民化措施，结合实效宣传和有效激励共同推动垃圾分类政策在居民分类环节真正落地。

Variance analysis on the willingness and behavior of urban residents for solving the difficulties in garbage classification

Abstract：It's a difficult and long-term task to implement the classification of the municipal domestic waste. As the main participants， the urban residents have the critical impact on the classification level. In the questionnaire survey， it was suggested that the variance of willingness and behavior of the urban residents was still prominent even if the enforcement mechanisms of garbage classification have been established in Guangzhou. It is urgent to carry out the actionable and convenient measures for the garbage classification together with the effective propaganda and motivation， which really promote the garbage classification to be fulfilled in the front section of urban community participation.

垃圾处理是困扰世界各国的普遍性难题，垃圾分类作为垃圾处理前端“卡口”环节，是垃圾减量和资源回收利用的必行之举[1]。先进国家和地区的实践表明垃圾分类是一个长期而艰巨的任务[2]，广州逾20年的垃圾分类实践也印证了这一点[3，4]。其根本原因在于垃圾分类是公共政策下的个人行为，个人进行垃圾分类的意愿和行动直接影响政策执行效果，引导居民将垃圾分类意愿落实到行动并形成生活习惯是垃圾分类成败的关键和难点所在[5，6]。当前，中國垃圾分类进入“强制时代”，广州于2019年7月全面启动整体推进城乡生活垃圾强制分类工作[7]，居民对于垃圾强制分类的认同感和行动落实效果究竟如何亟待研究分析，以期对于城市垃圾分类工作政策的调整和完善提供参考依据。

1    广州市居民参与垃圾分类意愿与行
