浅析EPC工程总承包模式施工图预算的意义

摘  要：为研究EPC工程总承包模式下施工图预算的意义，本文以某卷烟厂“十三五”就地技改项目为例，从三方面分析了EPC模式下施工图预算编制存在的问题及风险，如招投标阶段投标报价错漏导致后期施工图预算编制时易出现的问题、施工图预算编制过程中EPC项目承包人易采用的策略及施工图预算对工程变更及竣工结算的参考作用，并着重分析了EPC模式下施工图预算编制的意义，以期为EPC项目工程款支付、工程变更、竣工结算提供一定的指导和价值依据。

Abstract： In order to study the significance of construction drawing budget under the EPC project general contracting mode， this article takes a cigarette factory's "13th Five-Year" in-situ technical renovation project as an example to analyze the problems and problems in construction drawing budget preparation under EPC mode from three aspects. Risks， such as errors and omissions in the bidding quotation in the bidding stage that may lead to problems that easily occur in the later construction drawing budget preparation， the easy-to-use strategies of the EPC project contractor in the construction drawing budget preparation process， and the reference role of the construction drawing budget to project changes and completion settlement， and It focuses on the analysis of the significance of construction drawing budget preparation under EPC mode， in order to provide certain guidance and value basis for EPC project payment， engineering changes， and completion settlement.

EPC總承包模式（Engineering-Procurement-Construction）也称设计-采购-建造模式，是指工程总承包单位依照与业主之间的合同，负责整个工程项目的设计、设备物资采购、现场施工安装、试运营服务等工作，并对所承包工程的工期、质量、安全、成本造价全面负责。住房和城乡建设部发布《住房城乡建设部关于进一步推进工程总承包发展的若干意见》，明确提出大力推进工程总承包，加强工程总承包发展的组织和实施，完善工程总承包管理制度，提升企业工程总承包能力和水平，标志着工程总承包模式在我国将进入了一个高速发展的时期。随着EPC工程总承包建设模式使用范围的日益扩大，住建部先后出台《建设项目工程总承包管理规范》等一系列文件，对EPC工程总承包建设模式进行了规范。由于EPC工程总承包造价控制受设计、采购、施工及结算等阶段影响及不确定、不可控因素较多，建设单位的投资控制变的不易控制。……
