关于新时代公共管理实现途径的思考

【摘  要】人民日益增长的物质文化需求要求我国的公共管理水平同步提高。在新时代背景下，不断提高管理水平，实现科学精益化管理是大势所趋。当前我们处于互联信息时代，如何将互联网与公共管理有效融合是未来需要面临的重大挑战和历史机遇。因此，论文对新时代实现均等化公共管理的途径展开论述，通过公共管理的多元化演变分析，讨论现在公共管理中存在的问题，并提出一种切实可行的方法，实现公共利益最大化。

【Abstract】The increasing material and cultural needs of the people require that the public administration level of China needs to improve simultaneously. Under the background of the new era， it is the general trend to continuously improve the management level and realize scientific and lean management. At present， we are in the era of internet and information. How to effectively integrate the internet and public administration is a major challenge and historical opportunity for the future. Therefore， this paper discusses the paths to achieve equalization of public administration in the new era. Through the analysis of the diversified evolution of public administration， it discusses the problems existing in current public administration and puts forward a feasible method to maximize public interests.

1 公共管理的相关概述

对公共管理进行综合的表述，需要考虑3个方面：政治、经济、文化[1]。①对于政治方面。20世纪90年代初，美国行政学家罗森布鲁等人提出公共管理实现的政策、企管、法律、民主参与4种途径中，政策和法律属于政治方面的范畴，为实现公共管理所发布的政策项目，需要符合法律的约束，体现我国特色社会主义制度，切合我国当下国情，解决我国人民实际诉求。通过设计民主的制度，完善的法律体系，调动民众参与的积极性，提升现代化公共管理的水平。所以在政治层面，公共管理的实践过程就是社会主义法制化的过程[2]。②对于经济方面。经济是社会的物质基础，通过完善公共管理体制，科学的公共管理手段，降低社会运行中的管理成本，改善社会经济机器运行的效率，形成良性的偶合发展趋势，释放社会劳动力，保持经济增长的活力。……
