乡村振兴下新乡贤助力农村体育治理的现实诉求、阻滞因素及应然路径

摘要：乡村振兴战略背景下，引导新乡贤参与农村建设，既是我国农村建设的普遍经验，亦是乡村振兴下做好农村体育工作的现实需求。采用文献资料、逻辑分析、专家访谈等研究方法，阐释了乡村振兴战略背景下新乡贤助力农村体育治理的内涵、基本特征及其现实诉求与阻滞因素。研究提出：创新新乡贤培育机制;培育新乡贤体育文化发展土壤;完善新乡贤参与农村体育治理法律法规;探索新乡贤服务农村体育的新方式;创新新乡贤农村体育文化宣传载体等应然路径。

Realistic Demands， Obstructing Factors and Actual Paths of New County Elite Promote Rural Sports Governance under Rural Revitalization

Abstract：Under the context of the rural revitalization strategy， guiding new county elite to participate in rural construction is not only the common experience of rural construction in China， but also the realistic demand for doing a good job of rural sports under rural revitalization. The paper takes the research methods such as literature， logical analysis， and expert interviews， to explain the connotation， basic characteristics， realistic demands and obstacle factors of cultural development of new county elite under the background of the rural revitalization strategy. The paper put forward： Innovate the cultivation mechanism of new townsfolk， cultivate the soil for the development of sports culture of new townsfolk; To perfect the laws and regulations of new townsfolk participating in rural sports governance; To explore new ways of serving rural sports; Innovation of new rural sports culture propaganda carrier and so on.

黨的十九大作出了实施乡村振兴战略这一重大决策部署，出台了《中共中央国务院关于实施乡村振兴战略的意见》，其中明确提出在乡村振兴中要积极发挥新乡贤作用[1]。乡村振兴战略目标是实现新时代乡村的全面振兴，自然也包括农村体育的振兴。然而，长期以来，农村体育难以得到像城市体育一样优越的政策、人力、物力和财力的发展条件，而造成农村体育发展远远滞后于城市体育。

自古以来乡贤在特殊的历史节点，为传统农村经济、教育、体育等事业发展发挥着不可磨灭的作用。进入新时代后，新乡贤也随之孕育而生，他们扎根本土，对我国农村政治、经济、文化、教育等领域非常熟悉，当然也包括农村体育。他们可以凭借自身优势及声望，以身作则，潜移默化地影响、感染周边人群，用农民喜闻乐见的方式来传播农村体育文化，让农民形成一种健康的体育生活方式。……
