新时代中国主场体育外交的实践逻辑与推进路径

摘要：本文以“提升国际影响力，推进实现体育强国”为逻辑起点，以主场体育外交为研究视角，采用文献资料等研究方法，回顾与梳理中国主场体育外交的历程，分析中国主场体育外交的发展现状，着重论证主场体育外交与新时代体育强国建设的实践逻辑，研究认为：中国主场体育外交是新时代中国体育外交发展的必然产物，是体育强国建设的重要方式，通过改善国际形象、增强国际体育话语权、助推参与国际体育制度建设和增加国际贡献度等4个方面发挥作用，成为中国体育实力转化为国际影响力的有效路径。新时代语境下的中国主场体育外交将大有作为，但是，目前中国在主场体育外交中还存在“主场角色能动性不足、主导创新意识薄弱、国内协调不畅、长效机制不全、投入成本待优化”等问题，需要在“构建主场体育外交新格局、转变主场观念和意识、建立长效机制、调动社会资源、加强多部门聚合作用”等方面进一步改进和完善。

Research on the Practical Logic and Promotion Path of Chinas Host Sports Diplomacy in the New Era

Abstract：This paper takes “improving international influence and promoting the realization of sports power” as the logical starting point， takes the host sports diplomacy as the research perspective， mainly uses the methods of literature and logical reasoning， reviews and combs the course of Chinas host sports diplomacy， focuses on demonstrating the practical logic of home sports diplomacy and the construction of sports power in the new era， and holds that： Chinas host sports diplomacy is a new time The inevitable outcome of the development of sports diplomacy on behalf of China is an important way to build a sports power. It promotes the transformation of Chinas sports strength into international influence in four aspects： enhancing the international sports discourse power， enhancing the influence of international sports system， optimizing the international image and increasing the international contribution. In the context of the new era， Chinas host sports diplomacy will have great achievements， but at present， there are still some problems in Chinas home sports diplomacy， such as “the lack of initiative of the home role， the weak sense of leading innovation， the poor domestic coordination， the incomplete long-term mechanism， and the investment cost to be optimized”. We need to establish a long-term mechanism in “concept transformation， strategic planning， strengthening the aggregation of international discourse power” The system and mobilization of social resources were further improved and improved.

2019年出臺的《体育强国建设纲要》（以下简称《纲要》）中提出：“到2050年我国体育综合实力和国际影响力位居世界前列的伟大目标”。意指中国强国体育应国内国际都要强，要将扎实推进国内体育建设与增强国际影响力同步进行[1]。

目前，中国整体实力大幅提升，中国体育外交的国际发展更加具备战略空间和条件，因此，中国更加积极需求机会参与国际体育事务，其中“自己搭台唱戏”的“主场体育外交”成为重要的体育外交形式，在提升中国体育国际影响力方面发挥了重要作用。……
