建党百年 湖南科技创新发展历程研究

摘 要：2021年是中国共产党建党100周年，这100年来，科技创新给湖南带来的荣耀历历在目、带来的启示也更加清晰，湖南正努力向着由国家重要影响力的科技创新大省向科技创新强省转变的宏伟目标砥砺前行，助力科技强国建设。文章以建党百年为契机，梳理了湖南科技在4个不同历史阶段具有的特点及创新发展取得的一系列重大成就，借以激励所有科技工作者在助推科技创新高质量发展的道路上奋勇向前，为科技创新谱写新的篇章，迈向更广阔的征程。

The Research on the Development Process of Science and Technology Innovation in Hunan Province in the Centennial of the Founding of CPC

Abstract：2021 is the 100th anniversary of the founding of the Communist Party of China，in the past 100 years，the glory brought by scientific and technological innovation to Hunan can be seen clearly，and the enlightenment brought by scientific and technological innovation to Hunan is also clearer， Hunan is striving to forge ahead from a major province of scientific and technological innovation with important national influence to the grand goal of a strong province of scientific and technological innovation，and to help build a powerful country of science and technology. This paper will take the centenary of the founding of the Communist Party of China as an opportunity to sort out the characteristics of science and technology in Hunan in four different historical stages and a series of major achievements in innovation and development，so as to encourage all scientific and technological workers to strive forward in boosting the high-quality development of scientific and technological innovation，write a new chapter for scientific and technological innovation，and march towards a broader journey.

自1921年中國共产党成立以来，湖南结合省内实际情况发展科技事业，科技发展大体经历了4个阶段。第一个阶段是1921—1949年，服务战事需要，湖南科技发展在困境中寻找希望;第二阶段是1949—1978年，湖南积极响应国家“向科学进军”的号召，科技事业在探索中步入正轨;第三阶段是1978—2012年，湖南科技发展在改革中迎来春天;第四阶段是2012年至今，湖南坚持创新引领，努力迈向科技强省的新征程。

一、服务战事，湖南科技发展在困境中寻求希望（1921—1949年）

1921年，中国共产党在国家处于内忧外患、社会危机空前深重的困局中诞生，通过开展一系列民族民主革命斗争，带领广大人民群众最终取得民族独立、人民解放，建立中华人民共和国。在服务战事、赢得战争这样特殊的背景下，湖南党组织一方面通过制定相关政策推进农业、工商业的发展，另一方面通过开展留法勤工俭学运动培养了一批爱国科技人士。……
