陕甘宁边区政府公文演变研究

摘  要：陕甘宁边区政府公文为重要文书史、党史研究文獻，本文通过纵向的历史演变和横向的文书种类变迁进行研究，分析文书改革是陕甘宁边区政府公文发展的重要节点;公文文种的由繁趋简和公文功能的交叉重合是边区政府公文的显著特点。简化公文文种、规范公文程式、规范公文用语和改革公文处理制度是陕甘宁边区政府公文制度改革的重要内容。

Abstract： As an important document and Communist Party of China's history research document， studies the document reform through the vertical historical evolution and the horizontal document type change. It is analyzed that the document reform is an important node of the development of the government documents in the border area; The intersection of the document types from complex to simple and the function of official documents is the remarkable feature of the frontier government official documents. Simplifying the document types， standardizing the procedure， standardizing the terms of official documents and reforming the document processing system are important contents of the reform of the official document system of the government in Shaanxi Gansu Ningxia Border Region.

《陕甘宁边区政府文件选编》（十四辑）收录了1937年9月至1950年1月以陕甘宁边区政府名义形成的重要公文，以及各级机关向边区政府的发文，为陕甘宁边区政府公文研究提供了翔实的历史资料和丰富的文本文献。本文以此为语料，对陕甘宁边区政府公文进行梳理、归类与研究，以期为当代文书档案研究提供新的视角。

1 陕甘宁边区政府公文的研究范畴

近年来，国内已有学者关注陕甘宁边区政府公文的系统研究。如胡明波先生研究了建国前中国共产党的公文文种和制度，其中包括了陕甘宁边区政府时期公文的研究;再如刘美彤从文本分析中涉及陕甘宁边区政府公文的文种、程式和语言特点的研究。其他相关研究涉及公文学、历史学等领域，各有侧重，然而陕甘宁边区政府公文文种和制度的演变研究还有探讨的空间。

1937年9月6日，陕甘宁边区政府在延安正式成立，开启中国共产党发展史、中国革命斗争史以及中国公文史上至关重要的新篇章。……
