新公共服务视角下学校档案工作优化策略探析

摘  要：新公共服务理论强调公共利益和公众参与，对做好新形势下学校档案工作具有重要的借鉴意义。当前学校档案工作存在服务理念滞后、模式落后、意识淡薄等问题，要采取多种优化策略，健全档案服务体制，强化服务能力，提升服务效果，满足新形势下公众对学校档案工作的需求。

Abstract： The new public service theory emphasizes public interest and public participation， which has important reference significance for school archives work under the new situation. At present， there are some problems in the school archives work， such as the lagging service concept， the lagging mode， and the weak consciousness. We should take a variety of optimization strategies， improve the archives service system， strengthen the service ability， and improve the service effect， so as to meet the public demand for the school archives work under the new situation.Keywords： New public service; School archives; Optimization; Archives service; Service system

新公共服务理论是在对传统科层制、新公共管理理论的反思和批判的基础上形成的新的公共行政理论，其以民主社会的公民权理论、社区和市民社会理论为基础，主张高度关注公众利益，强调公民权利，重塑政府角色。随着教育体制改革的深化，公益性愈加凸显。[1]以新公共服务理论来审视学校档案工作，对适应时代发展变化、提高档案工作和公众满足感幸福感获得感具有重要意义。

1 新公共服务视角下学校档案工作存在的问题

1.1 理念滞后。新公共服务的核心理念是强调公共利益，认为政府要以实现公共利益为主要目标，提供切实满足公众需求的公共服务和公共资源，包括公共信息资源。即学校档案管理除了向本单位组织人事部门和教职工提供服务外，还应该突破组织的界限，为社会提供丰富的档案信息资源。但是在现实中，学校档案的服务对象过于单一，多局限于学校组织人事部门，无法在更宽的领域和更广的层面发挥学校档案在服务学校发展方面的作用，也让公众失去了非常好的了解学校历史沿革、发展成就、办学特点的渠道和机会。……
