十堰市农产品加工现状及对策建议

摘 要：作为南水北调中线工程核心水源区，十堰市农产品加工业近年来呈现出蓬勃发展的势头，不仅整体发展速度迅猛，而且产业集聚、龙头企业成长壮大、资源优势产业效应等方面表现突出，但也存在农产品加工产值低、企业流动资金存在一定困难等问题。该文介绍了十堰市农产品加工现状，分析其存在的问题，并提出了相关对策建议。

Abstract：Agricultural product processing industry in Shiyan City，which is the core headwaters area in Central Project of Water Adjustment from South to North，has shown a good momentum of development in recent years. Not only did the agricultural product processing industry develop rapidly，but also it has a lot of advantages in many aspects，such as the industrial agglomeration，the growth of leading enterprises，and the advantage of resources. However，many issues still exist，for example，the low output of agricultural products，the difficulty of business enterprise flowing funds and so on. This paper investigates and analyses the development situation of the agricultural product processing industry and puts forward some relevant policy proposals .

农产品加工是对农业产品通过生物、物理或者化学的方法进行直接加工和再加工的产业[1]。它是农业产业化的重要环节，是提高农产品加工转化率，实现加工增值的关键所在，对于农民增收、提高农业效益意义深远[2]。湖北十堰是南水北调中线工程核心水源区，是鄂、豫、陕、渝毗邻地区唯一的区域性中心城市[3]。近年来，十堰市委、市政府按照湖北省委、省政府关于农业要重点抓好“四个一批”的要求和“四个百万工程”、“61”特色农业强市计划等战略部署，在高度重视农业发展的同时，重点加大了对农产品加工业的扶持力度。我市的农产品加工业呈现出蓬勃发展的势头。

1 十堰市农产品加工业的现状及特点

1.1 发展速度快 2011年以来，十堰市农产品加工业产值持续保持40%的高速增长，到2014年底全市农产品加工业产值达281亿元，比2010年增202%；其中规模以上农产品加工产值224.27亿元，增320%；农产品加工产值与农业总产值之比由2010年的0.4∶1提高到1∶1。……
