新时期高校辅导员队伍建设探析

摘 要 高校辅导员是大学生大学生涯中重要的引路人，对高校辅导员队伍建设的研究可为大学生全面健康发展提供有效保障。辅导员是高校教师队伍中的重要组成部分，直接关系着高校学生的成长，关系到高校的教学成果。高校要高度重视辅导员队伍建设，要以机制为引领，加强辅导员队伍的统筹建设；以项目为支撑，搭好辅导员队伍的干事平台；以能力为导向，拓展辅导员队伍的发展空间。

College Counselor Team Construction in the New Era

Abstract College counselor is important guide to the college career journey of college students and the lead， the study of college counselor team construction can provide effective guarantee for college students' overall health development. Counselor is an important part of university teachers， the growth of college students， has a close relationship with related to the teaching achievements of colleges and universities. Universities should attach great importance to the counselor team construction， to lead to mechanism， strengthen the construction of counselor team as a whole； Supported by the project， build good stewards of a contingent of platform； With ability as the guidance， expand the development of a contingent of space.

1 以機制为引领，加强辅导员队伍的统筹建设

（1）建立学校党委统一领导、党政齐抓共管、校院二级管理的领导体制，把辅导员队伍建设纳入党建和思想政治工作、师资与干部队伍建设整体规划。按照相关要求配足配强辅导员队伍。明确辅导员教师和干部双重身份，设立科级辅导员岗位，将辅导员作为学校党政管理后备干部、教学科研学术骨干培养和选拔的重要来源。把辅导员纳入统一的教师职称系列，按教师职务岗位结构比例合理设置专职辅导员的相应教师职务岗位。

（2）完善辅导员集中教育、工作日志、学生成长记录、谈心谈话、巡课查课等制度，确保辅导员工作具体到每个环节。每年召开思想政治理论课教师和辅导员工作联席会、辅导员工作研讨会，共同研讨思想政治教育工作。出台《辅导员管理暂行办法》、《辅导员考核办法》、《兼职辅导员队伍建设暂行办法》、《关于加强学生思想政治工作队伍建设的实施意见》、《学生思想政治教育研究项目管理办法》等规章制度，对辅导员的工作职责、职业道德、行为规范、培养发展、管理考核等方面作出明确规定。……
