新媒体环境下网络动员双重机制探究

[摘 要] 网络动员作为社会动员的一种形式新发展，兼具着双重价值立场。在遵循这一价值判断的前提下，一方面利用互联网信息技术优势，积极引领国家主流思想凝聚和增益社会现实行动的参与力量，充分发挥网络社会动员的正向引导功能；另一方面，对潜藏社会非稳定性因素的网络抗争动员实施有效规导与制动，促成党政权力与社会力量双向政治互动的良性循环。科学辩证地运用好“引导”与“规制”两种策略，在网络治理全局观视野中加强党和政府的网络社会动员能力，有助于推进国家治理体系和治理能力的现代化。

[Abstract] Internet mobilization is a new form of social mobilization， but it has dual value stand. In follow under the premise of the value judgment， on the one hand， taking the advantage of Internet information technology， leading the mainstream ideological cohesion actively and gain the participation power of social reality action， to give full play to positive function of Internet mobilization. On the other hand，controll and suppress the Internet protest mobilization which implies social instability， it can lead to a virtuous circle of two-way political interaction between the power of the Party and the social forces. Use the two strategies of“guidance”and“regulation”scientifically and dialectically， in the horizon of the overall view of Internet governance to strengthen and enhance the capacity of the Partys Internet social mobilization， help to promote the national governance system and governance capacity of modernization..

改革開放以来，我国社会结构模式完成了从“单位人”到“社会人”的变迁，客观上也改变了社会动员的方式。当前，“互联网+”已经成为国家与社会发展的驱动先导，网络空间蕴含着巨大的社会资源与民间力量，“能否有效进行社会动员，是对执政能力的现实考验”[1]。网络动员在迅速传播信息、引导受众、积聚资源、获得现实关注等方面具有不可替代的优势，但也不可否认抗争式网络动员中存在的风险与挑战。新形势下，如何发动和利用网络媒介资源服务于国家与社会治理，不断提高新媒体在网络社会动员的引导能力，是一个值得关注的命题。

1 价值判断：网络动员的双重立场
