坚持创新引领 加快构建首都高质量发展动力源

摘  要：“十四五”规划对“坚持创新驱动发展，全面塑造发展新优势”作出部署，这是以习近平同志为核心的党中央立足当前、着眼未来作出的重要战略决断，科技创新对于国家发展、民族进步的重要作用更加凸显。文章围绕习近平总书记关于科技创新的重要讲话和论述，分析总结了北京在强化原始创新、高精尖产业发展和制度创新等方面贯彻落实习近平总书记重要指示精神的主要做法和成绩，提出北京在进一步实现科技创新引领、提升原始创新能力、加速关键核心技术突破、完善科技创新体制机制等方面的对策建议。

Adhering to Innovation When Building the Capital into a Source of

High-quality Development

Abstract：In the document“Suggestions of the Central Committee of the Communist Party of China on the Formulation of the 14th Five-Year Plan and 2035 Visions for National Economy and Social Development”，the Central Government has stipulated the principle of“adhering to innovation-driven development and creating new development advantages”，this principle signifies a major strategic decision of the Central Committee of CPC centering on President Xi Jinping，which is based on the status quo yet meantime focuses on the future，embodying the role of scientific and technological innovation for national development and progress. Centering on Secretary-general Xi’s major speeches and statements about technology innovation，this paper analyzes and summarizes Beijing’s experience and achievements in practicing his guiding ideas from perspectives like strengthening the original local innovation，high-tech industries，and system innovation，this paper therefore provides some suggestions to Beijing’s future effort to lead China’s scientific and technological innovation，including improving its original innovation ability， accelerating the breakthrough of core technologies， and perfecting local related systems and mechanisms.

科技創新是推动、引领经济可持续发展的源泉和动力。一直以来，以习近平同志为核心的党中央始终高度重视创新、积极推动创新，把创新摆在国家发展全局的核心位置。2020年9月11日，习近平总书记在科学家座谈会上强调了创新驱动的重要性和紧迫性，他指出：“我国经济社会发展和民生改善比过去任何时候都更加需要科学技术解决方案，都更加需要增强创新这个第一动力。”北京作为全国科技创新中心，始终坚持以习近平新时代中国特色社会主义思想为指引，深入贯彻落实习近平总书记关于科技创新的重要指示精神，不断强化原始创新、优化产业结构、加强制度创新，推动科技创新实力不断提升，以高水平的科技创新支撑助力高质量发展。……
