常态化疫情防控下 吉林省企业招工用工情况及对策建议

摘  要：文章基于新冠肺炎疫情等公共卫生危机对吉林省就业的影响机理，在调研吉林省企业招工用工微观行为的基础上，分别从企业和劳动者的维度分析了常态化疫情防控下吉林省企业缺工的原因，提出健全扶持政策，加强资金支持;搭建对接平台，引导企业招聘;精准施策，加强用工服务;利用信息技术，提高人岗匹配;建立引导机制，激发主体作用;发挥中介作用，推进共享用工等举措。

Employment Situation and Countermeasures of Enterprises in Jilin Province under Normal Epidemic Prevention and Control

Abstract：Based on the impact mechanism of COVID-19 and other public health crises on employment in Jilin Province，this paper analyzes the reasons for the shortage of workers in Jilin Province under the normal epidemic prevention and control from the perspective of enterprises and workers on the basis of investigating the micro-behaviors of enterprises in Jilin Province，and puts forward policies and measures to improve and strengthen financial support，build a docking platform to guide enterprises to recruit;build a docking platform to guide enterprises to recruit;implement one enterprise one policy，strengthen employment services;use information technology to improve the match between people and posts;establish guiding mechanism，stimulate the main role;play an intermediary role，promote the sharing of labor and other measures.

一、引言

新冠肺炎疫情的暴發对中国和世界经济造成很大冲击，经济发展对就业的拉动效应减弱。虽然中国就业形势总体稳定，但就业市场压力依然较大。2021年，中国将有超过900万名大学生进入人力资源市场，但有的用人单位招不到合适的劳动者，有的劳动者找不到合适的岗位。2021年上半年，我国有19个省份GDP突破了万亿元大关，而吉林省GDP仅为6083.46亿元，在29个省份（不包括香港、澳门、台湾、西藏、新疆）中排名第24位，经济发展相对滞后，对稳岗扩岗的拉动作用不强，就业岗位总量少的问题尚未得到全面解决。从短期看，中国积极面对疫情的冲击，各级政府出台的疫情防控政策目前已取得阶段性成果，企业稳步复工复产，经济得到恢复。从长期看，世界疫情防控的总体形势依然严峻，我国的部分地区疫情时有发生，疫情对总需求和总供给的结构冲击可能长期持续，疫情对劳动力市场供给、产业结构的影响仍然较大，尤其是对餐饮、住宿、旅游等产业的影响仍在增加。……
