县域科技成果转化公共服务平台现状及对策研究

摘  要：县域科技成果转化公共服务平台有利于完善科技成果转移转化的营商环境，加强技术转移人才队伍建设，集聚专业化的中介服务机构，畅通科技成果转化全链条，最终逐步建立和完善各具特色的科技成果转移转化体系。通过县域科技成果转化公共服务平台，能整合文献、政策、项目、专家、成果、投融资、服务机构等线上线下优势资源，创新平台运行机制，建立覆盖当地、辐射周边的成果转化公共服务体系。以双牌县为应用示范的县域科技成果转化公共服务平台，发挥了促进科技成果转移转化，带动当地农民脱贫致富、产业转型升级，促进县域创新驱动发展与乡村振兴的作用，具有良好的示范作用。

Research on the Current Situation and Countermeasures of Public Service Platform for the Transformation of County Scientific and Technological Achievements

—Take Shuangpai County as an Example

Abstract：The public service platform for the transformation of county scientific and technological achievements is conducive to improving the business environment for the transfer and transformation of scientific and technological achievements，strengthening the construction of talent team for technology transfer，gathering specialized intermediary service institutions，unblocking the whole chain of scientific and technological achievements transformation，and finally gradually establishing and improving various characteristic scientific and technological achievements transfer and transformation systems. By building a public service platform for the transformation of county scientific and technological achievements，integrating online and offline advantageous resources such as literature，policies，projects，experts，achievements，investment and financing and service institutions，innovating the operation mechanism of the platform，and establishing a public service system for the transformation of achievements covering the local and surrounding areas. The county public service platform for the transformation of scientific and technological achievements with Shuangpai County as the application demonstration plays a role in promoting the transfer and transformation of scientific and technological achievements，driving local farmers to get rid of poverty and become rich，industrial transformation and upgrading，and promoting county innovation driven development and Rural Revitalization.

一、研究背景

近年來，湖南省深入贯彻创新驱动发展战略，认真落实《中华人民共和国促进科技成果转化法》，持续加大科技投入，加快推动科技成果转化与产业化，大力促进科技与经济紧密结合，各项工作取得了较好成效，有力推进了全省经济社会的高质量发展。自“十二五”以来，湖南省人民政府办公厅先后印发了《湖南省促进高等院校科研院所科技成果转化的实施办法》（2016）、《湖南省促进科技成果转移转化实施方案》（2017），配套出台了《关于促进湖南省专利权质押贷款工作的意见》（2012）、《湖南省科技保险工作试点方案（试行）》（2012）、《关于支持以专利使用权出资登记注册公司的若干规定（试行）》（2014）、《湖南省科技成果转化贷款风险补偿管理暂行办法》（2016）等核心政策，形成了各有侧重、衔接配套的成果转化政策体系。……
