基于DEA交叉效率和证据推理的LNG船运输绩效评价

摘要：为使液化天然气（liquefied natural gas， LNG）船舶管理公司准确掌握LNG船的实际运营状况及管理水平，结合LNG船运输特点，从健康安全环境、船舶管理和船舶营运3个方面构建LNG船运输绩效评价指标体系。针对数据包络分析（data envelopment analysis， DEA）在绩效评价中仅能处理定量指标的问题，引入证据推理法来处理定性指标。首先运用DEA交叉效率模型对船舶营运中的投入产出指标进行处理，得到的DEA交叉效率矩阵采用熵权法进行集结，再把集结后的交叉效率值作为船舶营运指标的评价值，最后使用证据推理法完成LNG船运输绩效评价。以某LNG船舶管理公司的7艘LNG船的运输绩效评价为例，分析方法的可行性和有效性。结果表明，所构建的方法能够准确衡量LNG船的实际运营情况，可以为LNG船的运输管理工作提供参考。

Abstract： In order to enable the liquefied natural gas （LNG） ship management companies to accurately grasp the actual operation status of LNG ships and management level， combining the transport characteristics of LNG ships， LNG ship transport performance evaluation system is built from three aspects： health-safety-environment， ship management and ship operation. For the data envelopment analysis （DEA） can only deal with quantitative indicators in performance evaluation， the evidential reasoning method is introduced to deal with qualitative indicators. Firstly， the DEA cross-efficiency model is used to process the input and output indicators of ship operation， the obtained DEA cross-efficiency matrix is aggregated by the entropy weight method， then the cross-efficiency value after aggregation is used as the evaluation value of the ship operation indicator， and the LNG ship transport performance evaluation is achieved finally by the evidential reasoning method. Taking the transport performance evaluation of 7 LNG ships of an LNG ship management company as an example to analyze the feasibility and effectiveness of this method， the result shows that the constructed method can accurately measure the actual operation of LNG ships， which can provide reference for transport management of LNG ships.

0 引 言

隨着科技的发展，在天然气产业链中，液化天然气（liquefied natural gas， LNG）的船舶运输逐渐趋于完善，并成为当前天然气运输的重要方式之一。LNG船多服务于固定的LNG项目，在LNG船出现问题不能继续运行时，难以找到替代船。另外，在离岸价交付模式下，若错过既定的装船日期，则买方有可能失去装货机会（简称丢货），进而影响生产方库存。LNG船能否安全、可靠、经济地运营不仅可以反映LNG船舶管理公司的管理水平，更关系到买卖双方的切身利益。提出符合LNG船运输特点和要求的绩效评价方法，有助于提高LNG船舶管理公司的管理水平。……
