企业全面预算管理工作的开展路径研究

【摘  要】在企业管理体系的现代化转型升级过程中，必须重视全面预算管理体系的建立，通过构建全方位、全流程的全面预算管理体系，增强企业在市场中的竞争力。只有基于有效的全面预算管理体系，做好业务资金和项目资金的合理配置和有效使用，才能切实降低企业成本，实现企业财务管理成本最低化的目标，使企业获得更高的财务管理效用。论文从预算报表、预算管理人员、预算管理对象以及预算管理流程这4个角度探讨了健全和完善全面预算管理体系、开展全面预算管理工作的具体路径。希望通过对企业开展全面预算管理工作的路径和措施的探讨，促进企业资金使用效率的提高。

【Abstract】In the process of modern transformation and upgrading of enterprise management system， we must pay attention to the establishment of comprehensive budget management system， and enhance the competitiveness of the enterprise in the market by constructing an all-round and whole process comprehensive budget management system. Only by taking an effective comprehensive budget management system as the basis and doing a good job in the reasonable allocation and effective use of business funds and project funds， can we effectively reduce enterprise cost and achieve the goal of minimizing the cost of enterprise financial management， and enable the enterprise to obtain higher financial management effectiveness. This paper discusses the specific paths to improve and perfect the comprehensive budget management system and develop comprehensive budget management work from the four perspectives of budget statements， budget managers， budget management objects and budget management process. It is hoped that the discussion of the paths and measures to develop comprehensive budget management work in enterprises will promote the improvement of the use efficiency of funds in enterprises.

1 引言

在快速发展的社会主义市场经济环境下，企业面临着前所未有的挑战和机遇。面对挑战，企业需要集全企业之力，应对各种市场经济发展带来的挑战。面对机遇，企业需要善于把握机遇，选择正确的方向，利用一切可利用的资源进行转型升级。高效完善的全面预算管理体系能够在很大程度上有效帮助企业应对挑战和规避风险，在必要时抓住发展机遇，获得更加长远的发展。因此，企业应当进一步落实和健全全面预算管理体系，针对预算管理工作的薄弱部分进行重点加强，以增强企业在竞争激烈的社会市场环境中的生命力和竞争力。
