以章程为核心的高职院校治理体系和治理能力建设研究

摘要高职院校治理体系和治理能力建设是恒量高职院校发展水平的一项重要隐性指标，对高职院校的发展具有重要的指导意义。文章以党建为引领，以学校章程为核心，重点研究探索提升高职院校治理体系和治理能力的有效途径。

Abstractthe construction of governance system and governance capacity in higher vocational colleges is an important recessive indicator of the constant development level of higher vocational colleges， which has important guiding significance for the development of higher vocational colleges. Guided by the party construction and centered ontheschool charter， this paper focuses on exploring effective ways to improve the governancesystem and governance ability of higher vocational colleges.

高職院校应当对当前的治理体系进行改革和创新，在改革中提高自身的治理能力，根据现代化发展的目标和要求进行变革，结合高职院校的实际情况进行发展，在章程的指导和党建工作的开展中实现现代化建设，根据十九届四中全会的会议精神进行现代化建设，在高职院校中构建现代化的治理体系。

1高职院校治理体系和治理能力现代化发展的必要性

要想准确判断和分析高职院校目前的发展水平，需要对治理能力这项具有代表性的隐性指标进行评估，对高职院校的发展具有重要的指导意义。

我国在最新颁布的各种教育法规和教育纲要中分别强调了教育改革的重要性、治理体系现代化建设的重要性、加强治理能力的重要性、学科专业建设的重要性，我国在近几年的各个会议中也重点强调了治理体系和治理能力的重要性。高职院校应当积极响应国家的号召，主动学习和研究最新发布的教育建设方案和教育改革意见等内容，深入研究教学改革和现代化建设的具体措施和有效方法。……
