国土空间规划分区下生态产业化发展模式探索

摘要：【目的/意义】针对绿色资源条件优越的山区乡镇，研究国土空间规划分区下生态产业化发展模式，为落实乡村振兴战略、践行产业兴旺理念提供对策参考。【方法/过程】以福建省三明市明溪县夏阳乡为例，通过实地调研和文献分析，基于其绿色资源禀赋和产业发展现状，构建国土空间规划体系下绿色空间（生态和农业空间）格局，提出分区分类管控要求，探索山区乡镇国土空间规划分区下生态产业化发展模式。【结果/结论】结果显示：通过构建乡域绿色空间格局，提出“四级五类”分级管控与片区分类细化引导要求，并确定各分区产业发展类型，有助于实现夏阳乡生态产业化发展。

Exploration on the Development Mode of Ecological Industrialization Under the Zoning of Spatial

Planning of National Land——A Case of Xiayang Township， Mingxi County， Sanming City

Abstract：【Objective/Meaning】Aiming at the mountainous villages and towns with superior green resource conditions， the development mode of ecological industrialization under the zoning of spatial planning of national land was studied， in order to provide reference for implementing the strategy of rural revitalization and practicing the concept of industrial prosperity. 【Methods/Procedures】By taking Xiayang Township， Mingxi County， Sanming City， Fujian Province as an example， through the field research and literature analysis， based on its green resource endowment and industrial development status， the pattern of green space （ecological and agricultural space） under the spatial planning system of national land was constructed and the requirements of zoning and classification control were put forward， thus to explore the development mode of ecological industrialization under the spatial planning of national land in the mountainous towns and villages. 【Results/Conclusions】The results showed that： through the construction of rural green spatial pattern， the requirements of “four levels and five categories” hierarchical management and control and the refinement and guidance of district classification were put forward， and the industrial development types of each district were determined， which was helpful to realize the ecological industrialization development of Xiayang Township.

黨的十九大做出实施乡村振兴战略的重大决策，其中“产业兴旺”列在首位，是最为基础、最为关键的任务。农村产业兴旺，能够有效促进农民增收、提高农村基础设施建设水平、吸引劳动力回流。随着可持续发展、生态文明建设、绿色发展理念的提出，生态保护已成为国土空间开发利用的前置条件，农村地区既要保护生态环境，又要适度发展产业以达到产业兴旺要求，使产业发展与生态保护同步[1]。2021年4月26日，中共中央办公厅、国务院办公厅印发的《关于建立健全生态产品价值实现机制的意见》提出，要以体制机制改革创新为核心，推进生态产业化和产业生态化，到2025年，生态优势转化为经济优势的能力明显增强。……
