探析新常态下国有企业内部控制评价体系的构建

【摘  要】新常态下，国有企业改革步入新的阶段，既需要承担社会经济建设的重任，还需要在激烈的市场竞争中生存发展。通过在国有企业推行内部控制评价制度，可以打造一个高效的内部管理机制，提高国有企业的综合竞争力。论文分析了国有企业内部控制评价体系构建的重要性，探讨构建内部控制评价体系时存在的问题，结合国有企业情况提出构建内部控制评价体系的优化措施。

【Abstract】Under the new normal， the reform of state-owned enterprises has entered a new stage. They not only need to undertake the heavy task of social and economic construction， but also need to survive and develop in the fierce market competition. Through the implementation of internal control evaluation system in state-owned enterprises， they can create an efficient internal management mechanism and improve the comprehensive competitiveness of state-owned enterprises. This paper analyzes the importance of the construction of the internal control evaluation system in state-owned enterprises， discusses the problems existing in the construction of the internal control evaluation system， and puts forward the optimization measures for the construction of internal control evaluation system combined with the situation of state-owned enterprises.

1 引言

国有企业作为国民经济发展的基础，应通过推进国有企业改革以适应现代社会的发展与进步。在国有企业改革的新常态阶段，依然存在一些制度层面的问题。国有企业通过内部控制防范风险、提高自身经济效益。但就实际情况来说，国有企业内部缺少完善的内部控制评价体系，不利于内部控制工作的展开，直接制约企业的健康发展。

2 新常态下国有企业内部控制评价体系构建的重要性

2.1 弥补内部控制不足

国有企业内部控制旨在管理与控制企业内部经济活动，通过调整、优化、评价等方式保证国有企业资产的安全性。随着国有企业持续改革，造成原有内部控制体系的可适性降低，直接影响到财务信息的准确性、国有资产的安全性。此时通过评价体系对内部控制进行分析，发现提高企业效益及改善经营管理的切入点，有效弥补传统内部控制体系的不足。……
