浅析生态环境监测过程中的质量控制

【摘  要】确保环境监测数据的质量，是生态环境监测机构生存和发展的基础。目前，环境监测机构在数据质量方面还存在着认识上的问题。尤其是社会环境监测机构，在发展初期还存在着监测用房短缺、时间记录混乱、仪器设备不足等问题，都会直接或间接影响监测数据的质量。论文在正确认识存在问题的同时，从实验室布局、仪器设备配置、样品现场测试及采样、运输及流转、检验分析等环节提出了质量控制的要点和细节，以保证环境监测全过程处于质量控制之中。

【Abstract】Ensuring the quality of environmental monitoring data is the basis for the survival and development of ecological and environmental monitoring organizations. At present， environmental monitoring organizations still have some cognitive problems in data quality. Especially in the early development of social environmental monitoring organizations， there are still problems such as shortage of monitoring rooms， confusion of time records and insufficient equipment， which will directly or indirectly affect the quality of monitoring data. While correctly understanding the existing problems， the paper puts forward the key points and details of quality control from the aspects of laboratory layout， instrument and equipment configuration， sample field test and sampling， transportation and circulation， inspection and analysis， etc. ， to ensure that the environmental monitoring is under quality control throughout the process.

1 引言

对于从事生态环境监测的检验检测机构而言，无论是社会环境检测机构，还是各级环境监测站，对外发出的监测数据和报告就是其向社会提供的产品。这种产品质量的好坏，是由监测数据的质量决定的。确保环境监测数据的质量，是生态环境监测机构生存和发展的基础。在日常的环境管理和社会交往中，人们习惯上依据其监测数据和报告来判定攻坚战的主攻方向。只有那些质量过硬的监测结果，才能为我们认识自然、管理环境、治理污染提供决策依据和行动指南。从这个意义上说，环境监测数据起到了引领作用，客观上为我们的生态环境保护行为指引着方向。而一旦数据质量有缺陷，或者监测数据错误，环境污染防治攻坚战的主攻方向就会跑偏，甚至背道而驰事倍功半，这种错误的数据比没有数据更为可怕。……
