水利施工质量监理普遍问题及解决措施

摘  要：水利工程项目中，施工监理日常工作繁杂，又承担了严把质量关的重任，难免出现一些施工质量纰漏。根据“补短板、强监管、走前列，推进水利高质量发展”的总体要求，为切实做好在建水利工程安全质量工作，保障人民群众生命财产安全，进一步分析水利工程项目的施工质量要点，是极为重要的质量监管范畴。对于水利工程项目而言，任何监理质量问题都可能直接造成嚴重经济损失。鉴于此，更有必要深入探究水利施工质量监理普遍问题及解决措施。结合多年水利工程项目施工监理工作经验，分析了水利工程项目施工监理问题和相应的解决措施，进而不断加强施工监理质量并提高验收效率，旨在完善施工监理质量管理体系，从而全面提高水利工程项目的施工监理质量。

General Problems and Solutions of Water Conservancy Construction Quality Supervision

Abstract： In the water conservancy project， the daily work of construction supervision is complicated， and it also undertakes the important task of strictly controlling the quality， which inevitably leads to some construction quality mistakes. According to the general requirements of "mending the weakness， strengthening the supervision， taking the lead， and promoting the high-quality development of water conservancy"， in order to do a good job in the safety and quality work of water conservancy projects under construction and ensure the safety of people's lives and property， it is an extremely important area of quality supervision to further analyze the construction quality points of water conservancy projects. For water conservancy project， any supervision quality problems may directly cause serious economic losses. In view of this， it is more necessary to explore the common problems and solutions of water conservancy construction quality supervision. Combined with years of experience in construction supervision of water conservancy projects， this paper analyzes the problems in construction supervision of water conservancy projects and corresponding solutions， so as to continuously strengthen the quality of construction supervision and improve the efficiency of acceptance， so as to improve the quality management system of construction supervision， so as to comprehensively improve the quality of construction supervision of water conservancy projects.

为了进一步提升市水利工程施工质量监督管理水平，突出“事前、事中、事后”全过程监督，本文结合水利工程项目中较为常见的施工质量监理问题，对其中较为普遍的问题类型作出归纳总结，并提出相应解决措施。

1  水利工程项目施工质量监理工作范畴

首先，施工监理需要参与监理规划的制定，并编制专业监理实施细则。同时还需要审核承包人的施工资质[1]。承包人在开工之前，需向施工监理递交施工组织设计、进度计划以及资金使用计划等资料。监理工程师结合工程情况，对施工方提供的资料对照施工合同和工程需要进行审核。……
