分析总承包项目中的物资管理与材料控制

摘  要：为确保我国各大化工企业能安全、有效运营，创造出更多的经济效益，为我国经济社会发展贡献更多的力量，提出做好化工总承包项目内物资管理与材料控制工作的建议。本文在阐述落实物资管理与材料控制必要性的基础上，解读当下该项工作运行现状，分析相关问题的成因，从加强物资管控力度、构建物资管理主流程、研发项目物资管控系统等方面探究优化措施，以供同行参考借鉴。

Analysis of Material Management and Material Control in General Contract Project

Abstract： In order to ensure the safe and effective operation of China's major chemical enterprises， create more economic benefits， and contribute more ideals to China's economic and social development， suggestions on material management and material control in chemical general contracting projects are made. On the basis of expounding the necessity of implementing material management and material control， this paper interprets the current operation status of this work， analyzes the causes of related problems， and explores optimization measures from strengthening material management and control， building material management mainstream process， developing project material management and control system， so as to provide reference for peers.

设备与材料均是工程建设中的基础性资源，供货速度、数目与质量均是影响工程建设效率的主要因素，故而做好物资管理及材料控制工作具有很大现实意义。近些年，国内化工市场竞争日益激烈化，化工企业为了实现壮大发展，创造出更多的经济利润，就应积极完善相应的制度体制，完善流程与管理方法等，确保物资供应的时效性和各种材料资源使用的合理性、有效性。尽管很多化工企业认识到了做好物资管理、材料控制的重要性，但是在具体工作中依然暴露出一些问题，应尽早改善。

1  物资管理与材料控制的必要性分析

严格依照相关计划落实物资管理、材料控制工作，能指导化工 企业参照市场行情，结合自身发展规划及广大客户的现实需求，编制出一个目标确切、实效性强的物资管理及材料控制计划，便于企业在购置、使用各种材料资源时，能更科学地安排保护其数量、质量，也能协助企业规避风险，将资源浪费量降至最少，提升资金的使用率，进而协助参建方降低工程成本[1]。……
