“双一流”建设中普通地方高校内涵发展路径研究

摘 要：建设世界一流大学和一流学科是党中央、国务院作出的重大战略决策。如何结合“双一流”建设，凝练学科内涵，加大学科建设力度，凸显办学特色，是普通地方高校当前的首要任务。结合普通地方高校普遍特性，介绍了学科凝练、人才培养等方面的建设举措，为普通地方高校在“双一流”建设背景下走内涵式发展提供参考。

Abstract： The building the first-class Universities and first-class subjects in the world is an important strategic decision made by The CPC Central Committee and State Council. How to concise subject content， increase the intensity of subject construction， highlight features of universities in the “Double First-rate” construction is a priority for ordinary local universities currently. Based on the general common characteristics of local universities， this paper introduces the initiatives in subject refining， talent cultivation and some other aspects， providing reference for local universities in connotation development under the background of “Double First-rate” construction.

2015年11月，國务院正式出台一流大学和一流学科建设方案，制定了“两个一百年”的战略目标。即通过五年建设，使得“若干所大学和一批学科进入世界一流行列，若干学科进入世界一流学科前列；再用十年时间，使得更多的大学和学科跻身世界一流行列，若干所大学跃居世界一流前列，一批学科综合实力跃居世界一流学科前列，高等教育整体实力得到明显提升；到2050年，我国一流大学和一流学科的数量明显增加，实力显著提高。数量和实力均跃居世界前列，把我国建设成为高等教育强国 [1] ”。随着国家“双一流”方案的出台，各省、直辖市积极响应，纷纷出台一流大学和一流学科建设办法和措施，大力推进普通地方高校学科建设和内涵发展。比如：山东省在推进双一流建设方案中，积极支持普通地方高校双一流建设，将学科划分为自然科学类和人文社科类。2016年， 在13所普通地方高校中遴选了32个学科作为一流学科进行建设。自然科学类学科每个学科投入1亿元，人文社科类学科每个投入5 000万元[2]。……
