档案治理的涵义、内容与内在逻辑

摘要：档案治理体系的建立以治理理论为基础。文章通过梳理国内外治理观，以中国治理观为根基，吸纳国外治理观可借鉴的理念，剖析了治理理论的思想实质。以此为基础，构建了档案治理的认知体系，包括档案治理的涵义，由档案基础业务、档案行政管理、档案法治化建设等基本领域与优化档案资源体系建设、创新档案公共服务、促进档案数字转型等基本目标组成的档案治理内容和以价值创造为目标、以能力建设为前提、以多元主体参与为核心、以规则制约为保障、以效率优化为支撑的档案治理内在逻辑。

Connotation， Content and Internal Logic of Archives Governance

——Based on Chinese and Foreign Governance Views

Abstract：The establishment of archives governance system is based on governance theory. By combing the domestic and foreign governance views， taking Chinas governance view as the foundation and absorbing the reference ideas of foreign governance views， this paper summarize the ideological essence of governance theory. On this basis， the cognitive system of archives governance is constructed， including the connotation of archives governance； the content of archives governance which is consisted of three basic fields including archives basic business， archives administration and legal construction of archives， and three basic goals including optimizing archives resource system construction， innovating archives public service and promoting archives digital transformation； and the internal logic of archives governance which focus on value creation， capacity building， multisubject participation， rule restriction and efficiency optimization.

2013年，中共十八屆三中全会通过《中共中央关于全面深化改革若干重大问题的决定》，提出“全面深化改革的总目标是完善和发展中国特色社会主义制度，推进国家治理体系和治理能力现代化”[1]，是治理理念纳入中国国家发展政策的开端。此后，国家治理体系与治理能力的内涵与发展要义逐渐丰富，并逐渐成为各项决策的重要依据。在《中共中央关于深化党和国家机构改革的决定》以及《中共中央关于坚持和完善中国特色社会主义制度推进国家治理体系和治理能力现代化若干重大问题的决定》中，治理一词分别出现24次和81次。可见，坚持治理理念已逐渐成为中国应对国际及国内复杂形势的重要基础。

档案是国家重要战略性、历史性的信息资源，“是促进我国各项事业科学发展、维护党和国家及人民群众根本利益的重要依据”[2]。……
