国土空间规划体系下的城乡总体规划课程教学探讨

摘要2019年下半年以来，自然资源部陆续发行了一系列关于国土空间规划编制的行业规章（均为试行），在2020年年底，要基本完成市县层面的国土空间总体规划编制工作。在规划体系和内容变更之后，高校的城乡规划专业也面临一定的改革，尤其是城乡总体规划课程，在国土空间总体规划编制的大背景下，如何进行课程教学重点、知识点的改革，关乎人才培养的适用性。本文从国土空间规划的提出与发展，国土空间总体规划与城乡总体规划的内容比较为出发点，并以地级城市规划内容为例，对两者之间的差异进行了比较，内容发生了巨大的变化。分析得出在规划理念，农业、生态等要素及各个要素之间的组合效应。因此，相关城乡总体规划课程内容未来需要在规划理念，农业、生态等知识领域需补充丰富和拓展。

Discussion on the Teaching of Urban and Rural Master Planning under the System of Land and Space Planning

——Take the municipal administrative region as an example

AbstractSincethe secondhalfof2019，theMinistry of NaturalResourceshassuccessively issueda seriesofindustry regulations on the preparation of territorial and spatial planning（all for trial implementation）. By the end of 2020， the compilation of the overall territorial and spatial planning at the city and county level will be basically completed. After the changes in the planning system and content， the urban and rural planning majors in colleges and universities are also facing certain reforms， especially the urban and rural master planning courses. Under the background of the preparation of territorial and spatial master plans， how to reform the key teaching and knowledge points of the courses is related to applicability of cultivation. This article starts from the proposal and development of territorial and spatial planning， and the content comparison between territorial and spatial master planning and urban-rural master planning， and takes prefecture-level city planning as an example to compare the differences between the two. The content has undergone tremendous changes. The analysis results in the planning concept， agriculture， ecology and other elements and the combined effect of each element. Therefore， the content of relevant urban and rural master planning courses needs to be enriched and expanded in the future in planning concepts， and knowledge fields such as agriculture and ecology need to be enriched and expanded.

1國土空间规划提出的时代背景与战略意义
