企业集团全面预算管理探析

【摘  要】面对激烈的市场经济竞争，企业集团面临更加严峻的发展局面，其必须站在集团战略高度，实施全面预算管理，对预算考核进行有效调整，整合企业集团的现有资源，不断提升企业集团的整体管理水平，帮助其在竞争中占据主动。论文首先对企业集团实施全面预算管理的重要意义进行分析，然后探讨当前企业集团预算管理工作存在的问题，最后提出实施全面预算管理的有效对策，以供参考。

【Abstract】Facing the fierce market economy competition， the enterprise group is facing a more severe development situation. It must stand at the strategic height of the group， implement comprehensive budget management， effectively adjust the budget assessment， integrate the existing resources of the enterprise group， constantly improve the overall management level of the enterprise group and help it take the initiative in the competition. Firstly， the paper analyzes the significance of the implementation of comprehensive budget management in enterprise group， then discusses the problems existing in the current budget management work of enterprise group， and finally puts forward effective countermeasures for the implementation of comprehensive budget management， for reference.

1 引言

在我国市场经济不断深入发展的过程中，企业集团无论是数量还是规模都不断增加，实施企业集团模式能在一定程度上提升自身竞争力，但同时也会导致内部、外部风险增加。企业集团为了获得稳定的发展，应该构建完善的内部财务管理环境，对企业财务管理制度进行不断优化，适应内外部环境变化。开展全面预算管理符合新时期企业集团发展的需求，能够对集团子公司以及各个业务部门经营活动进行管理和控制，是实现企业经营效益的重要保障和有效途径。当然，目前企业集团在實施全面预算管理的过程中还存在一定的不足，其必须注重全面预算管理体系的构建，优化企业集团整体财务管理环境，为企业集团稳定发展作出贡献。基于此，加强对企业集团全面预算管理的研究具有重要的现实意义。
