浅议社会培训服务体系的思考与实践

【摘  要】随着社会物质生活条件的改善，社会分工不断地精细化，社会对人才的需求也在不断增加，社会培训作为输送人才的主要渠道之一备受重视。党的十九大强调要将社会服务体系加入我国的顶层设计，建立健全社会培训服务体系成为维护国家稳定的主要内容。为此，论文提出了一些建议，旨在加强社会保障、推动社会培训服务体系的建立健全。

【Abstract】With the improvement of social material living conditions， the social division of labor is constantly refined， and the social demand for talents is also constantly increasing. Social training， as one of the main channels to transport talents， has attracted much attention. The 19th CPC National Congress emphasizes that the social service system should be added to the top-level design of China， and the establishment and improvement of the social training service system has become the main content of maintaining national stability. Therefore， the paper puts forward some suggestions， aiming at strengthening social security and promoting the establishment and improvement of social training service system.

1 引言

近年来，我国社会经济的发展改善了众多地区的就业民生问题，但是人才短缺问题逐渐凸显，人才短缺已经成为阻碍经济发展的主要短板，想要获得新的发展机遇，就要加强社会保障和提升社会培训工作水平。如何提高社会培训水平？在《中华人民共和国职业教育法》《国务院关于加快发展现代职业教育的决定》等国家文件法律规定中，都明确指出开展社会培训是职业院校的法定职责，通过社会教育履行社会培训服务职责、提高社会培训的教育水平。本研究考察了建立由企业、政府和高校组成的社会培训服务体系，以期培养人才并提高整体人才服务水平。

2 社会培训服务体系概述

2.1 社会培训的定义

社会培训这个定义最初由法国总理米歇尔·德勃雷于1959年倡议提出，指的是法国为成人提供职业性、文化性、政治性和娱乐性教育的一种形式，换言之就是个人通过培训获得专业技能资格和更高的文化水平，从而提高公司业务水平、促进社会进步。……
